ALSO UNDER ANNEX 1 OF THE SAMPLE CONTRACT, It talks about SPECIAL CONDICTION; Is this section composory to be fill?, if yes, pls explain more on this special condiction. 3. A situation where bidder is in partnership with another company(ies), for this contract, under [ insert bidder], should i include all the partners, OR, just one company alone.4. What if I decided to include some documents of my partner(s), especially in the areas of PAST SIMILAR JOBS DONE, is there problem with that.5. These are federal institutions with established administrative hierarchies, and the audit scope requires access to sensitive infrastructure areas including electrical rooms, generator houses, switchgear enclosures, and rooftop spaces that typically fall under the Works and Maintenance Department or require clearance from the Chief Medical Director's office. Where drone operations are required for PV siting, relevant regulatory approvals may also need to be initiated early. Establishing these access pathways in advance directly supports SEforALL's objective of completing the assignment within the April to June timeline. It significantly reduces the risk of time delays during field deployment, accelerates reconnaissance surveys, and ensures the team can return efficiently for any follow-up measurements or data corrections without re-navigating institutional gatekeeping at each visit.2.Is there a minimum continuous logging duration that SEforALL expects per hospital for the power analyser deployment? Industry practice for MW-scale healthcare facilities ranges from a minimum of 72 hours to capture basic weekday and weekend demand variation, up to a full 7-day window that captures complete weekly operational cycles including theatre schedules, shift changeovers, and periodic high-draw events such as sterilisation and laundry cycles. The logging duration directly influences the depth and defensibility of the load profiles produced, the accuracy of system sizing for the concept designs, the field deployment schedule across four geographically dispersed sites, and consequently, the financial offer for the assignment. We would appreciate SEforALL's guidance on the expected logging window so that our methodology and pricing are calibrated accordingly.3. The scope of work references hybrid energy systems based on renewable energy. We would like to confirm whether the concept design should retain the existing diesel generators as backup within the hybrid architecture (solar PV, battery storage, and diesel), or whether SEforALL's preference is to design toward progressively eliminating diesel dependency where technically feasible. This distinction affects system sizing, particularly the battery storage capacity required for critical load autonomy, and has significant implications for both the CAPEX and long-term OPEX projections. Clarity on this point will ensure the design options and cost estimates presented are aligned with SEforALL's programme objectives.4. Given that these are tertiary hospital campuses with multiple buildings, departments, and often independent distribution transformers, we'd like to clarify the expected granularity of load measurement. Specifically: is the audit intended to capture demand profiles at the campus level (i.e., at main supply and transformer intake points), or does SEforALL require building-level or department-level load disaggregation? This distinction directly affects the number of data logging instruments to be deployed per site and the level of effort involved.5. Most teaching hospitals of this scale include residential quarters for staff and consultants, hostels, commercial areas, and other non-clinical facilities that share the same electrical infrastructure. We would appreciate guidance on whether these ancillary facilities fall within the audit scope, or if the assessment should focus exclusively on clinical and administrative buildings. This also affects how the concept design is scoped, particularly around load segmentation and system sizing.6. Can SEforALL provide any existing documentation for the four hospitals prior to mobilisation? This would include recent electricity bills (at least 12 months), single-line diagrams, previous audit reports, or as-built drawings. Having this baseline data ahead of field visits significantly improves the efficiency of on-site measurement and allows the team to pre-identify gaps. It also determines accurate deployment of resources impacting financial proposal.UNOPS Response:1. Yes, SEforALL will facilitate formal introductions and access authorisation with the management of each hospital ahead of field deployment.2. There is no minimum continuous logging duration expected. The bidder should justify the duration and timing of datalogging, that will allow the generation of realistic load profiles and sizing of components within the project timeline.3. The project seeks to establish concept designs that prioritise the use of renewable energy sources. The use of existing gensets should be analysed on a case by case basis, depending on the ownership, costs, fuel consumption pattern, age etc. The design options will be discussed between SEforALL and the consultant once the site assessment exercise is completed, to determine the optmium share of diesel generation and the loads supplied (whole campus vs. critical loads).4. SEforALL expects load profiles and system designs at the campus level, as well as an estimated disaggregation on a building level using proxies based on load inventories or other data.5. The audit should prioritise clinical and administrative buildings. For other non-clinical loads within the compound rough estimates are expected based on energy bills or other sources.6. All documentation should be collected on-site during the field visits.

New clarification added: Dear Sir/Madam,Kindly confirm that this tender is open for international consulting firms who will collaborate with local ones to conduct the field visits.Also, kindly advise if we can have a one-week extension to have enough time for the proposal preparation.Thanks in advance.UNOPS Response:We confirm that RFQ/2026/61820 is open for international consulting firms. Joint ventures with local companies are acceptable. An extension of the submission deadline is currently being considered. We will inform all bidders in due course.
