The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit bid for Supply, Installation, and Testing of Electrical Works for the Administrative Building for Kidane Mehret Catholic General Hospital, Adwa, Tigray, Ethiopia in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Qoutation (RFQ).

New clarification added: Vendor's request for clarificationWhen you say electrical cable with self insulating PVC FG16 Cable, three 2000ml does that mean the lenght of the cable is 2,000 meters in drumUNOPS ResponseYes, the length of Electrica lines with FG16 3G 1.5 cable and Electrica lines with FG16 3G 2.5 cable is 2000 meters, as specified in the BOQ.

New clarification added: Vendor Reques for ClarificationWith reference to the requested cable types FG16 and FS17, we kindly request clarification on whether equivalent standards will be considered. If a bidder proposes a cable with similar mechanical and electrical characteristics that complies with ISO standards, would this be deemed technically responsive?UNOPS ResponseAs it is clearly estipulated in the technical requirement vendor is expected to offer in compliance to our requirement. However; the verdict of the compliance could only be decided upon bid technical evaluation. Hence, its upto the bidder to choose what to offer.

We are based in Italy, if that can help you and us in understanding what type of documents are required.Do we also need to return the documents that you uploaded on e-sourcing, filled in somehow?In the financial offer details, do we only need to include the total value of our offer and the currency?UNOPS ResponseAll the check lists are title with the name of document that is required so you will upload the respective files.The RFQ - Minor_Works_ Electrical _Section_VI_Returnable Schedules, the Financial BoQ, the Technical specification requirement all have to be filled out and submitted. in Addition we have also requested certificates as part of our technical requirments and others. Please make sure you have submitted all the required documents as per the checklist because documents will be part of the bid evaluation.

Bidders should provide the name of the insurer and send us the signed and stamped form of 4.4 Insurance Details and Insurances on returnable schedule. We would respectfully submit our request for clarification on Article 4 of the Instruction to Bidders, as we intend to submit our quotation as a Joint Venture.Could you please clarify whether, in the event of a Joint Venture, each member of the Joint Venture should individually comply with all mandatory eligibility and other requirements or whether the Joint Venture as a whole should comply with such requirements, whereby the qualifications of one member may be considered to meet the criteria on behalf of the JV?UNOPS Response1. Performance requirements for similar projects in Ethiopia.We have extensive photovoltaic (PV) experience in Northeast Africa, including PV and transmission/transformation projects in South Sudan and power and PV integrated solutions in several African countries, such as Zambia, Zimbabwe, and Somalia. Does this performance meet the performance evaluation requirements?UNOPS Response1. As it is clearly indicated the bidder should have experience of working in Ethiopia.2. We have noticed that the pre-bid meeting time has been changed. The pre-bid meeting is now only about one week before the bid closing date. To submit better technical solutions and more accurate price calculations, we request an extension of 15 calendar days for the bidding period.UNOPS Response2. As the items are required urgently and since the installation will take quite some time, extending the closing date will not be feasible.
