New clarification added: Dear Customer,We also kindly request clarification regarding several items in the equipment specification for Lot No. 1.3.8 Hydraulic station: capacity minimum 30 l/min, pressure - minimum 140 bar - 1 pcThe technical requirements for the hydraulic power unit specify only the minimum flow rate (30 l/min) and operating pressure (140 bar), but do not include the following essential parameters:Type of drive: gasoline engine, diesel engine, or power take-off (PTO) drive from the vehicle?Engine power (hp or kW).Weight and overall dimensions of the unit, for assessing installation and transportation feasibility.3.9 Hydraulic slurry pump with minimum capacity 100 m³/hour at specified head (to be declared by bidder), compatible with the installed hydraulic system, complete with a pressure hose at least 20 m long with a connection diameter of 3 inches - 1 pc. Bidder shall provide hydraulic power requirement and confirmation of system compatibility.There are several ambiguous statements in the requirements for the slurry pump:“Capacity 100 m³/h at the specified head (to be declared by the bidder)” — it is unclear what exact head is meant. Head (lifting height in meters) is a key pump characteristic.Should the Customer specify the required head in the technical specification, while the bidder confirms compliance?At present, the wording reads as if the bidder sets the requirement for itself.“The bidder shall provide hydraulic power requirement” — this wording is not logical. New clarification added: Thank you for your thorough review of our queries. We kindly ask you to consider ththree remaining points that are still unclear to us:1. The initial wording of Clauses 2.10 and 2.12 was as follows:2.10 - Front overhang angle, degrees - within 25-30 degrees2.12 - Rear overhang angle, degrees - no less than 13 degrees. Following the latest revision (Rev.2), the amendments introduced are as follows: Clause 2.10For item 1. Front overhang angle, degrees - within 25-30 degrees. Rear overhang angle, degrees - no less than 13 degrees.Clause 2.12For item 2. Front overhang angle, degrees - within 25-30 degrees. Rear overhang angle, degrees - no less than 13 degrees. However, if the payload requirements are reduced, the gross vehicle weight is also reduced, particularly for vehicles with a 4×2 configuration.As a result, vehicles with lower gross weight are typically equipped with tyres of a smaller radius, which directly affects ground clearance and is not dependent on the chassis manufacturer.Therefore, the question arises whether the same ground clearance requirement should indeed apply equally to both 4×2 and 4×4 vehicles, or whether a lower ground clearance could be acceptable for 4×2 vehicles.It should be noted that achieving a ground clearance of 240 mm on a 4×2 vehicle is generally possible only through the use of non-standard tyres, which would lead to higher operating costs and reduced availability for the end user during its use.While there is no issue in supplying such tyres from the factory, this approach may create unnecessary difficulties and additional costs for the end user in the long term.Dear BidderThank you for your request. New clarification added: Dear Customer,Please take into consideration several proposals regarding the technical specification for Lot No. 1:Clause 2.2.2 Vehicle dimensions (LxWxH), mm for a vehicle with a 4x2 wheel formula: not more than 8000x2400x3400 (applies to the completed vehicle without winch). Vehicle dimensions (LxWxH), mm for a vehicle with a 4x4 wheel formula: not more than 8000x2400x3400 (applies to the completed vehicle with winch).If the height of the completed vehicle is limited to 3400 mm, the internal height inside the van will be approximately 1700 mm, which will be very inconvenient for the people who will travel and work there, taking into account that some work inside the van will be carried out while standing. In view of this, we kindly request increasing the permissible vehicle height to 3700 mm. (Ukrainian legislation allows a vehicle height of up to 4000 mm.)Clause 2.16.2 External cladding - cold-rolled steel, thickness not less than 2.0 mmAs of today, there are many more advanced materials for body manufacturing in addition to painted steel, which may still be subject to corrosion over time. We kindly request expanding the list and allowing the offering of external cladding made of metal composite panels or special reinforced automotive plastic with a thickness of 2 mm. IncotermsThe current request specifies delivery under DDP conditions. However, considering the operational context and the fact that we do not have a local presence in Ukraine, providing a compliant and competitive DDP offer presents significant logistical and regulatory challenges on our side.In this regard, we would like to inquire whether it would be acceptable to submit our quotation under EXW (Ex Works) conditions as an alternative. This would enable us to ensure a more reliable and efficient execution of the supply scope.Furthermore, based on our current stock availability and supply chain capabilities, we can confirm that:Lot 1, Lot 3, and Lot 4 can be supplied directly from stock or with very short lead times under EXW conditions.2. Quotation CurrencyWe also note that the RFQ indicates USD as the reference currency. We would like to ask whether it would be acceptable to submit our quotation in EUR, given that our procurement and cost structure are primarily Euro-based.We remain, of course, open to aligning with any required currency for contract award purposes, if needed.We remain fully committed to supporting this tender and delivering a competitive and responsive offer. VAT and all applicable taxes as well as customs duties, excise duties and any other expenses needed to meet the delivery requirement DDP Ukraine Incoterms. The project within which this RfQ is conducted is not tax exempt. The bidders which are non-residents and don’t have an official presence in Ukraine shall ensure due partnership with an entity which has an official presence in Ukraine and can provide logistical and customs clearance services for the delivery of the goods, customs clearance of the goods in Ukraine and payment of all required duties and taxes. The bidder will be responsible for covering the demurrage costs, if any”. These are mandatory requirements and can not be changed.As specified in the RFQ Particulars (Quotation currency(ies) section) the quotations must be submitted in USD. New clarification added: Dear Procurement Team,Having carefully reviewed the tender documentation for the supply of special purpose and construction vehicles to Ukraine, we would like to respectfully request an amendment to the technical requirements for Lot 2. Full-rotation wheeled excavator.Specifically, we request an amendment to Item 1.1.3, which currently states: "Emission standard: not lower than EU Stage V (or equivalent UNECE R96 / EPA Tier 4 Final)".We propose amending this requirement to: "Emission standard: not lower than Tier 2 (or equivalent)".Justification for our request:Contradiction with the specified reference model: The general description for Lot 2 states that the required machinery is a "JCB JS175W-T2 or equivalent brand/model". The index "T2" in the name of this specific JCB model officially indicates that the machine is equipped with a Tier 2 emission standard engine. Therefore, the requirement for an EU Stage V / Tier 4 Final standard directly contradicts the specifications of the exact model you provided as a baseline reference for this procurement.Fuel quality and operational realities: High-tier emission engines (EU Stage V / Tier 4 Final) are highly sensitive to fuel quality and strictly require ultra-low sulfur diesel, as well as an uninterrupted supply of AdBlue/DEF reagent. Under the current conditions in Ukraine, guaranteeing the constant availability of reference-quality fuel across all regions is extremely difficult. Operating Stage V engines on standard or lower-quality fuel will inevitably lead to rapid failures of the fuel injection systems and exhaust gas aftertreatment systems (DPF/SCR), resulting in severe machinery downtime and voided warranties. Conversely, Tier 2 engines are significantly more robust, reliable, and well-adapted to the actual operating and fuel conditions in Ukraine.Ukrainian Legislative Norms: Currently, Ukrainian legislation does not impose any regulations regarding the emission standards for the specialised (construction) machinery.Considering the above, amending the emission standard to Tier 2 will:Ensure that the technical requirements logically align with your chosen reference model (JCB JS175W-T2).Guarantee the reliable, uninterrupted operation of the machinery under real-world conditions in Ukraine, eliminating the high risk of premature breakdowns due to fuel quality issues.Expand the pool of eligible bidders, ultimately ensuring a more competitive and cost-effective procurement process for UNOPS.We would highly appreciate your consideration of our request and the subsequent adjustment of the tender documentation.Dear Bidder,Thank you for your request. New clarification added: We kindly ask you to provide clarifications regarding certain provisions of the technical requirements for Lot No. 1 (emergency repair workshops).With regard to item 1.1.2 “Emission standard: not lower than EURO 6”, we kindly ask you to consider the possibility of extending this requirement and wording it as follows: “ Emission standard: not lower than EURO 5”, since the legislation of Ukraine provides for the possibility of certification and registration of truck vehicles with EURO 5 engines until 01 January 2027.
