RFP/AAA2/2603/13 - Strengthening Grassroots Conflict Early Warning and Response through Civil Society participation and engagement in North, East and North Central provinces of Sri Lanka
Sri Lanka’s current governance and social cohesion landscape is shaped by overlapping post-conflict legacies, economic instability, and ongoing political volatility. While the end of the armed conflict created opportunities for reconciliation and democratic renewal, unresolved grievances, weak accountability mechanisms, and contested civic space continue to generate fragility at national and community levels. Recent findings from the Sri Lanka Barometer (2025) indicate a positive shift in public attitudes towards reconciliation, with 48.5% of citizens identifying unity among ethnic and religious groups as essential, compared to 28.8% in 2020. However, these encouraging perceptions coexist with persistent structural drivers of conflict, including exclusion from decision-making, limited trust in institutions, and uneven access to services.
At the same time, unresolved conflict-related grievances such as enforced disappearances, land disputes, and unequal access to public services continue to affect intercommunal relations, particularly in historically affected regions. These issues are often experienced most acutely at the grassroots level, where early signs of tension, polarization, and conflict escalation may go unreported or unaddressed due to weak local monitoring systems, limited coordination among civil society actors, and insufficient links between communities and institutional response mechanisms.
Under this initiative, UNDP Sri Lanka seeks to select an organization to implement grassroots conflict monitoring and reporting activities covering North, East and North Central provinces of Sri Lanka and report to a larger conflict early warning database developed by UNDP
Objective;
The objective of this assignment is to conduct grassroots-level conflict data collection, identification, monitoring, and reporting, contributing to early warning, prevention, and peacebuilding efforts in North, East and North Central provinces of Sri Lanka in consultation with UNDP and the nominated agency, to conduct research, analysis and reporting of conflict dynamics.
