Description
UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Social Media marketing support on preschool education for educators and parents/caregivers. Across Ukraine, 40 percent of young children lack access to in-person early childhood education and care (ECEC). Among those enrolled, 22 percent rely partially or fully on remote learning, limiting consistent face-to-face interaction with teachers and peers during a critical stage of development. In frontline areas, in-person ECEC has been largely inaccessible for over five years, compounded by the COVID-19 pandemic and ongoing conflict. As a result, 86 percent of these children demonstrated decreased stress resilience, weaker social and emotional skills, and low self-esteem. In January 2025, a new Law on Preschool Education came into effect in Ukraine, marking the beginning of a comprehensive reform of the early childhood education and care (ECEC) subsector. This legislative shift was followed by the adoption of a national Strategic Framework for ECEC and the formation of the multi-stakeholder coalition “First Steps Forward”, placing early childhood development high on Ukraine’s public policy agenda. The Law outlines a national commitment to ensuring that every young child in Ukraine has the opportunity to learn, grow, and receive care in a safe, inclusive, and family-responsive environment. In addition to reinforcing the traditional kindergarten model, the reform introduces diversified ECEC formats — including preschool units, workplace-based kindergartens, mobile preschools, and Centers for Pedagogical Partnership. These flexible options aim to increase access to quality services, especially for families in remote, frontline, or economically disadvantaged areas. They also support parental employment and contribute to long-term community resilience. Complementing these reform efforts, the new State Standard for Preschool Education was approved on November 2025, putting holistic child development at the center of the preschool experience. It defines key learning outcomes and core competencies for young children before preschool entry, guiding educators and curriculum developers toward more child-centered, engaging, and equitable educational practices. In this context, strengthening communication with both educators and caregivers is vital to ensure understanding, acceptance, and implementation of the ECEC reform at the local level as well as to support children’s learning and development at home and shift perceptions of preschool from “care” to early learning and encourage informed enrolment.
