New clarification added: Subject: Clarification on Pipe Length – ITB/2026/61857Dear Sir/Madam,Kindly confirm whether supplying pipes of 11.90 m length is acceptable instead of 12 m.This is due to container limitations, as 12 m pipes cannot be efficiently loaded in 40 ft containers, while 6 m pipes increase logistics cost.We confirm no impact on performance or compliance.Best regards,Dear Bidder,Please see the reply below:Actually, there is no requirement to transport HDPE pipes in containers. In practice, HDPE pipes are transported openly on vehicles. Therefore, container size limitations should not be a concern in this case.Based on this, it is recommended to adhere to the specified pipe lengths of 6 meters and 12 meters, as outlined in the UNOPS documents.Regards,

New clarification added: Dear Sir/Madam,Thank you for your message and for outlining your proposed joint venture (JV) arrangement.Please find below your queries along with UNOPS responses for clarification:Bidder: We are a USA-based company acting as the Lead Bidder under a JV arrangement with an Afghanistan-based licensed company.UNOPS: In the case of a joint venture, as stipulated in the solicitation document, the lead company is required to hold a valid business license issued in Afghanistan.Bidder: The USA company remains the Lead Bidder and fully responsible.UNOPS: Under a JV arrangement, both the lead entity and the JV partner are jointly responsible for contract execution.Bidder: The Bidder will supply and finance the contract execution.UNOPS: Both the lead entity and the JV partner share responsibility for supply and financial obligations under the contract.Bidder: The Afghan partner will provide local operational support only.UNOPS: While internal roles may be defined between partners, both JV parties remain collectively responsible for contract performance. Operational arrangements depend on your internal agreement.Bidder: All payments can be routed to the USA company (Lead Bidder).UNOPS: Payments will be made to the lead entity only. More than three partners are not encouraged. Logistic partner expertise must conform to the stipulated criteria scope. The bidder, including each member of the joint venture, consortium, or association and/or Subcontractor (as applicable) must meet the eligibility criteria as defined in Section I: Instructions to Bidders, Article 4 [Bidder Eligibility]. In the case of a joint venture, consortium or association: All parties of such joint venture, consortium or association shall be jointly and severally liable to UNOPS for any obligations arising from their offer and the contract that may be awarded to them as a result of the solicitation process; The offer shall clearly identify the designated entity to act as the contact point to deal with UNOPS, as detailed in the appropriate returnable form/schedule 0.3. The proposed proportion of responsibility for the Lead Partner must be greater than that of the JV partner, with the Lead Partner holding at least 51% responsibility, clearly indicating the type of goods/services to be delivered by each partner.Question 3: Can payments be made to the International Partner’s bank account (the 2nd JV partner) if defined in the JV agreement and contract?UNOPS Response: Payments shall be made to the Lead Contractor.
