Description
UNICEF has now issued a Request for Proposal in order to select a supplier for the Research on Gender-based Analysis plus of SRHR, MNCH and Nutrition in Bauchi, Kaduna and Kebbi States.
The overall objective is to produce a GBA+ analysis of SRHR, MNCH, and nutrition services and develop practical, gender-responsive state gender action plans for Bauchi, Kaduna and Kebbi States.
Specifically, the GBA+ will:
- Assess how gender norms, power relations, and social inequalities influence SRHR, MNCH, and nutrition outcomes.
• Identify barriers and vulnerabilities faced by socially excluded groups (adolescent girls and boys, persons with disabilities, rural/hard‑to‑reach populations, and low‑income households).
• Assess availability, accessibility, acceptability, and quality of related services.
• Examine how health facilities and community systems integrate gender‑responsive and gender‑transformative practices in SRHR, MNCH, and nutrition.
• Identify state‑level policies, strategies, and institutional capacity gaps (government and partners) affecting gender equality and social inclusion in SRHR, MNCH, and nutrition.
• Map enablers, promising practices, and entry points for gender‑responsive, adolescent‑friendly, and socially inclusive programming.
• Provide actionable recommendations (supply and demand) and support states with the development of practical gender action plans along with a monitoring framework.
The contractor will develop the conceptual framework for the analysis, drawing on existing gender analysis frameworks and will refine the research questions based on the defined domains of analysis.
This tender will be run through the UNICEF e-submissions system. Bid opens on 17th March 2026 and ends by 10am, 07th April 2026. There would be pre-bid meeting via Microsoft Teams by 3pm on the 31st of March 2026. Interested organizations should send their intention to be part of the meeting by 10am, 31st March 2026 for the link. All times are Nigeria times.
By clicking on the blue ‘Express Interest’ button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons’ included in your UNGM registration. Alternatively, the full UNICEF e-submission system instructions to bidders document is publicly available on the UNICEF supply internet pages here: https://www.unicef.org/supply/index_procurement_policies.html .
In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.
Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated.
All vendors are strongly recommended to regularly log in to the UNICEF e-submissions system to check for any deadline extensions, new clarifications, new correspondence or updated tender documents relating to this tender.
