New clarification added: C#24:1- BoQs for all Lots that do not have the Grand total for each lot, so could we make by our own the grand total for each lot or you may revise the BoQs.2- Additionaly in the lot 1 as we have four parts sheets, so in the Plumbing and Electircal part the Solar part is existing and again we have in sparate part as well. Could you clarify on this, is it just one time time or give the cost as exist or this is mistake and just provide cost for one part of this item. 3- In all three lots in the solar part as the required electircty is indicated and the panles and inverter capacity is the same and the Baterry Back capacity is different, so could you clarify that this requirement is required and reliable.R#24:You may add the grand total. Please refer to the R#16.Please check the specifications for each lot separately and quote your prices accordingly C#25:We would like to seek clarification regarding LOT-2 BoQ, item 7.03 (Battery Backup). As indicated in the BoQ, the quantity is mentioned as “210.00 set,” which appears to be inconsistent with the specified total installed capacity of 210 kWh.We kindly request your clarification on this matter, as the stated quantity of 210 units may have been included in error.Your guidance will help us ensure accurate understanding and compliance with the project requirements.R#25:There was a typo and the item quantity should be 1 set with capacity of 210 KWH.C#26:Please note that, as per the Bill of Quantities (BOQ), there are many furniture types available in the market with similar sizes , with different price ranges. Therefore, for better clarification and understanding, kindly if it is possible arrange and share pictures of the furniture items, from item numbers 4.05.01 to 4.04.12.R#26:All specifications have been clearly given for each line item, as long as these specifications are met, the items will be acceptable.

New clarification added: Questions are numbered in pursuit of pre-bid meeting clarification numberingC#16:In Rev1 LOT 1 Annex 4 – BOQ (Karnail BHC for Publishing), solar works are included in both the “Plumbing Electrical Items” sheet and the “Solar HVAC Fire Fighting Tube Well” sheet under Section 7.However, in LOT 2 and LOT 3, solar works are included only in the “Solar HVAC Fire Fighting Tube Well” sheet. Therefore, it appears that solar works should be considered in only one sheet and removed from the other, as including them in both sheets would result in duplication and lead to double pricing when filling out the BOQ. R#16:The BoQ has been revised and duplication removed. Please refer to the Rev2 LOT 1 BoQ uploaded on eSourcing document tab.C#17:We kindly seek clarification on the “similar experience” requirement. We have completed a pharmaceutical manufacturing facility project with relevant civil, structural, and specialized systems. In this regard, we would appreciate your confirmation on whether such experience may be considered relevant and acceptable under the specified criteria; Please advise.R#17:Yes.C#18:Could you please provide us with an editable format of the QC Plan?R#18:Editable version uploaded on eSourcing document tab.C#19:Upon a detailed review of the provided Bill of Quantities (BoQ) for Lot 1 (Karnail BHC), we identified several work items that appear to be listed multiple times. Specifically, we noted potential duplications regarding the following scopes:Solar WorkHVAC SystemsFire Fighting EquipmentTube Well ConstructionWe kindly request clarification on whether these repeated entries are intentional to cover distinct requirements, or if they represent clerical redundancies that require adjustment.Your guidance is essential for us to ensure precise project planning, maintain budgetary accuracy, and avoid any discrepancies during the implementation phase.R#19:The BoQ has been revised and duplication removed. Please refer to the Rev2 LOT 1 BoQ uploaded on eSourcing document tab.C#20:In BOQ even in R1, Why HVAC, Solar,Fire and well section repeated in two Tabs. they included in Tab plumbing and in a separate Tab?R#20:The BoQ has been revised and duplication removed. Please refer to the Rev2 LOT 1 BoQ uploaded on eSourcing document tab.C#21:In Lot 2 (Item 3.01-Structural Works) cost of the sikacrete with this quantity will be more than 60000 USD, is it logical to use such expense for a local village clinic? In Lot 2 (Item 3.1 //) Performing of 5000 points of hammer drilling for one building does not affect the structure? isn't that quantity too much for one building?R#21:The requirement is stated clearly in the BOQ, and it is up to the bidders to provide rates which are reasonable to execute the works.C#22:After carefully reviewing the solicitation requirements, we would like to respectfully request your consideration regarding the similar experience requirement, which currently requires bidders to have completed at least one contract for construction or rehabilitation of clinics, health facilities, or hospitals with a value not less than USD 300,000 within the last five years. While we fully understand the importance of ensuring contractor capacity and quality delivery, we kindly suggest reconsidering or slightly reducing this threshold. A lower requirement would allow more qualified local construction companies with relevant technical experience to participate in the bidding process.Reducing the minimum value requirement may provide several benefits:Encouraging wider competition among capable local contractorsSupporting the development and participation of national construction companiesProviding UNOPS with a broader pool of technically capable biddersPotentially achieving better value for money through increased competitionMany Afghan construction companies have successfully implemented infrastructure projects with NGOs and UN agencies; however, some of these contracts may have been slightly below the current threshold despite being technically similar in nature and complexity. Therefore, we respectfully request UNOPS to consider reducing the minimum similar contract value or allowing aggregation of multiple smaller but similar projects to demonstrate relevant experience. We believe such consideration would significantly enhance participation while still ensuring that competent contractors are selected for the successful delivery of the project.Thank you very much for your time and consideration. We look forward to your kind response and hope to participate in this important initiative.R#22:The stipulated previous experience criteria remains the same.C#23:Upon reviewing the Bill of Quantities (BOQ) for Lot 2, we noted a potential discrepancy under the "Solar" sheet that we would like to bring to your attention. For Item 7.03 (Battery Backup), the item description specifies a "[Total Installed Capacity required 210 KWh]". However, the Unit of Measurement is currently listed as "set" with a Quantity of 210.00. Pricing this as 210 complete sets rather than 1 set of 210 KWh will have a massive and likely unintended impact on the total bid price for this lot. We believe the quantity should be amended to 1 set, which would also ensure consistency with the formatting already used in Lots 1 and 3. Could you please clarify this item and issue an amendment to the BOQ if required?R#23:There was a typo and the item quantity should be 1 set with capacity of 210 KWH.

Currently, we have a Tax Clearance Certificate issued by MOF. We would appreciate your guidance on whether these documents meet your criteria, or if there is a specific template or alternative format (such as certified bank statements) that UNOPS accepts for vendors who do not have full audited reports.R#5:Audited Financial Statements refer to:A full set of financial reports, including a Balance Sheet, Income Statement, and Cash Flow Statement etc certified by a registered audit firm.No other documents are acceptable in lieu of the audited financial statements.
