The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit quotations for the Procurement of various softwares in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission set out in the Section II: Schedule of Requirements

Lot 2 requests for Licence type: Multiple user/seats (minimum 10 seats) under single license.The minimum user/seats required is 10, the bidder may indicate the cost per seat beyond 10 seats. Would a single centrally managed license that allows up to 10 seats, but restricts concurrent usage to one user at a time, be considered compliant?NoAlternatively, is simultaneous (concurrent) multi-user access required?Yes, multiple user access required. Bidders shall clearly specify any limitations on concurrent usage.Thank you for your guidance.

Bidders may also indicate options for multi-year licensing or renewal, including any associated cost benefits, for consideration.User Count: How many users will require access to the tool?A minimum of ten (10) users is required. Solutions that allow flexible allocation or scaling of user access across teams will be viewed favourably.Deployment Preference: Do you prefer an on-premise solution, or are you open to our cloud solution (3DEXPERIENCE)?We do not have a strict preference between on-premise and cloud-based deployment models. However, the proposed solution must be suitable for use in environments with limited or intermittent internet connectivity.

New clarification added: For Lot 2 The TOR specifies the provision of:“one (1) multiple seat/user license (billed annually)”and“multiple user/seats (minimum 10 seats) under a single license”We would be grateful if you could kindly clarify the intended interpretation of this requirement:Does this refer to a single license framework that supports multiple users (minimum of 10 seats) under centralized control (e.g., concurrent/shared or pooled licensing)?Single license framework that supports multiple users (10 seats minimum)Alternatively, would a configuration consisting of multiple individual user licenses (e.g., named-user licenses) managed under a single organizational agreement be considered compliant?A configuration consisting of multiple individual user (named-user) licences managed under a single organisational agreement may be considered compliant, provided that:– A minimum of 10 active user seats is included under the proposed pricing;– Licences can be reassigned between users without undue administrative restriction; and– The overall arrangement provides equivalent flexibility to a centrally managed multi-user licensing system.- Bidders shall clearly describe the licensing model and any limitations on user access, licence transfer, or concurrent usage.In addition, we would appreciate guidance on the following related points:Is there a preference between concurrent/shared licensing versus named-user licensing models, provided the minimum seat requirement is met?Preference given to concurrent/shared licensing. Bidders shall clearly describe their online license management approach, specifically detailing the tools available for:Usage Monitoring: Real-time tracking of license consumption and history.Access Control: Assigning, revoking, and managing user permissions remotely.Account Administration: Centralized oversight of subscriptions and seats through a secure web interface.Is there a requirement or preference for offline access capabilities in environments with limited connectivity?Offline access for core modelling and analysis functions is required. Where online connectivity is needed (e.g. for licence validation, updates, or support), the solution should allow for reasonable offline usage periods without disruption to ongoing work. Bidders shall clearly describe any connectivity requirements, including licence activation, validation frequency, and limitations on offline use.For license transfer, would software-based reassignment (via admin portal) satisfy the requirement, or is hardware-based transfer expected?Software-based licence reassignment (e.g. via an administrative portal or licence management system) is acceptable and will satisfy the requirement, provided it allows licences to be transferred efficiently between users or devices without undue restriction. Bidders shall clearly describe the licence transfer process, including any limitations, time delays, or administrative requirements.
