Description
The consultancy will support gender-responsive development within the artisanal fishing value chain by addressing barriers to women’s participation and strengthening institutional and community capacity. The assignment comprises several complementary workstreams. The consultancy will include a rapid gender and value chain assessment to identify intrinsic and extrinsic constraints affecting women’s entry, retention, and advancement in artisanal fisheries. This will involve interviews and consultations with key stakeholders from public institutions, cooperatives, and women and youth actors, with findings used to inform gender-responsive capacity-building interventions. The assignment will include the design and delivery of a Training of Trainers (ToT) programme on gender sensitisation and support to women entrepreneurs for 20 extension workers from the Ministry of Agriculture, the Ministry of Labour’s Cooperative Department, and cooperative organizations. The consultancy will also involve the design and implementation of a gender-sensitive training, coaching, and technical assistance programme (GET Ahead) for women and aspiring women entrepreneurs. Three training sessions will be delivered to a total of 30 direct beneficiaries, focusing on business development, formalisation, and market access. In parallel, targeted capacity development will be provided to 20 women and youth to support the formation of informal groups within the artisanal fishing sector. Deliverables will include session-based training reports (approximately five pages each) and a consolidated roadmap outlining recommendations for continued institutional support to women’s groups, developed in coordination with the Ministries of Labour and Agriculture.
