Somalia continues to advance its local-level democratisation agenda amid complex political, institutional, and security dynamics. District council elections represent a critical step toward strengthening political participation, accountability, and decentralised governance at the local level. These elections provide an opportunity for citizens to directly engage in the democratic process and contribute to the development of more responsive and inclusive local governance systems.

To support credible and inclusive electoral processes, there is a need to strengthen the role and capacity of civil society organizations (CSOs) in voter education, election observation, and public engagement throughout the electoral cycle. This assignment is implemented under the EU Governance Facility Project for Somalia and aligns with European Union priorities to promote transparent, inclusive, and accountable governance. Through this initiative, UNOPS seeks to enhance civil society engagement in the 2026 district council elections in Galmudug, Hirshabelle, and South West State, ensuring increased citizen participation, improved transparency, and stronger public confidence in local democratic processes.
