UNICEF’s mandate is to uphold the rights of every child, with a strong focus on equity to ensure that the most disadvantaged and excluded children have equal opportunities to survive, develop, and reach their full potential. Addressing inequities is essential to the realization of children’s rights and to supporting sustainable national development.

In Sudan, UNICEF’s Cash Implementation Unit (CIU) delivers cash transfers to direct beneficiaries and Front-Line Workers supporting women, children, and vulnerable communities across 18 states. An efficient, transparent, and secure payment system is therefore critical for effective programme delivery.

 

With this, UNICEF Sudan is seeking to engage a Financial Service Provider (FSP) to deliver cash assistance to beneficiaries and Frontline Workers.

Interested service providers can submit the expression of interest (EOI form) in Annex A by email to Wenwen ZHAI (wzhai@unicef.org) and Eltayeb Saeed (esaeed@unicef.org) no later than 26 March 2026, 5:00 PM (local Sudan time).

 

SUBMISSION OF EXPRESSION OF INTEREST (EOI)

  • Interested organizations/service providers are requested to submit a statement of capability and complete below EOI form.
  • This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender.
  • A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.
  • UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document.
  • EOI offers received will be shortlisted based on responsive statement of capability that address the scope, objectives and deliverables of the attached TOR (Annex B).

 

Required Documents for Submission

  1. A statement of capability highlighting organisation capacity to deliver cash transfer services to beneficiaries and Frontline workers per attached TOR.
  2. General information such as, organization establishment date, structure, internal quality control and insurance mechanism, financial capacity, company fact sheet.
  3. Completed EOI form below including other substantial documents such as copy of company profile, including relevant legal registration, license to operate as an FSP, tax certificate, bank details, references list, any additional/substantiating document you deem appropriate.
