The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations that provides project management, procurement, and infrastructure support. Through its project services — including infrastructure, procurement, project management, human resources, and financial management services — UNOPS supports governments, the United Nations, and other partners in achieving Member States’ Global Goals, and local objectives for people and countries.
The Health Information and Quality Improvement Project (HIQIP) is a major initiative implemented by the Ministry of Health as the Principal Recipient of a grant from the Federal Government of Germany and managed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The project focuses on strengthening health systems through integration and interoperability of health data systems, enhancing TB screening facilities, and building institutional capacity to improve the quality of healthcare services.
In 2022, the Ministry of Health of Sri Lanka, through the World Health Organization and Global Fund Support, commissioned the development of a National Digital Health Blueprint, Interoperability Plan, Capacity Development Plan and Procurement Plan. These plans were subsequently developed, along with a Roadmap for the execution of the National Digital Health Blueprint.
Considering the extensive nature of the National Digital Health Blueprint, a prioritization exercise has been undertaken to identify a ‘thin-slice' of it to be implemented during the HiQi / D2H project.
The purpose of this assignment is to hire a service provider for the Design, Develop, Test, Implement and Maintenance of Platform Support Services (Generic FOSS solutions) of the Digital Health Platform for the Ministry of Health and Mass Media, Sri Lanka to ensure the successful and timely implementation of the Digital Health Platform (DHP) under the HiQi / D2H project.

Software needs to be hosted in the MoH source-code repository and deployed through CI/CD pipelines

New clarification added: Clarification No: 03Question:With reference to the Evaluation Criteria & Scoring Document (RFP_2026_61796.xlsx), we noticed that experience in the design, development, and implementation of digital health solutions has not been specified as a mandatory requirement. However, in Form F, there is a section requesting details of such experience.Could you kindly clarify whether this is a mandatory requirement? Alternatively, would it be acceptable to provide experience in large-scale software engineering projects that are not specific to the health sector?Response:The offeror's experience in design, development and implementation of digital health solutions is not listed as a qualification criteria.Form F provides a section where the offerors can provide details of such projects, that could be considered for scoring under technical evaluation criteria no: 4.3, Form D - Section 1: Sub Section 1.3 - Relevance of specialised knowledge and experience on similar engagements done in the region/country(Sri Lanka). Please see evaluation criteria and scoring document for details of how points are allocated.

New clarification added: Clarification No: 01Question:We would like to respectfully draw your attention to the fact that the three referenced RFPs collectively constitute Sri Lanka's integrated Digital Health Platform (DHP) and are not standalone procurements. RFP/2026/61796 (Platform Support Services) delivers the foundational FOSS infrastructure — Identity Provider, Certificate Services, ETL, APM and Audit Repository — upon which both other components critically depend. RFP/2026/61570 (NEHR & National Health Data Exchange) sits at the core clinical data layer and relies on the platform services of 61796 for authentication, security, and data exchange. RFP/2026/61830 (Document & Imaging Repository) feeds directly into the NEHR and must align with both the data exchange standards and the shared platform infrastructure defined across the other two tenders. Given this deep interdependency, preparing technically consistent and financially coherent proposals across all three simultaneously requires considerable care and coordination. We would therefore kindly request your consideration of a 2-week extension to the submission deadlines for all three RFPs, and we remain grateful for your understanding.Response:We will not be able to provide an extension to bid submission deadline at this stage.
