The Procurement Unit (PU) of the United Nations Office at Vienna (UNOV), representing the United Nations Office on Drugs and Crime (UNODC), is inviting qualified suppliers to submit their Expression of Interest (EoI) for a professional service provider for all-inclusive services for facilitating the Visit, Board, Search and Seizure (VBSS) and its related training courses in Sri Lanka Key Points: • Purpose: This EoI is intended to identify qualified vendors interested in participating in the solicitation process. It is not a request for a bid or proposal. • Who Can Apply: Global Suppliers. • Scope: Accommodation (Venue Hiring), Catering, Conference, Transportation, and Training Facilities i.e. Rihid Hull Inflatable Boat (RHIB) and Dhow/Vessel Services, including crew members and fuel. • Submission Requirements: Interested vendors must complete and submit the attached Vendor Response Form, including their UNGM Vendor Registration Number. • Selection Process: UNOV will review the EoIs to select vendors for the competitive bidding process. Submission of an EoI does not guarantee an invitation to bid. • UNOV Rights: UNOV reserves the right to modify or cancel any part of this requirement at any stage of the EoI or solicitation process. Specific Requirements/Information The vendor shall be able to provide VBSS training facilities and marine support services in Sri Lanka, including but not limited to: • Training Platforms: Provision of RHIBs and Dhows/Vessels suitable for VBSS training scenarios (harbor and near shore), maintained in seaworthy condition and compliant with applicable maritime regulations. • Crew & Operations: Qualified coxswains and crew to operate vessels during training, including pre sail checks, safe maneuvering, training evolutions (approach, shadowing, boarding), and post sail securing. • Fuel & Logistics: All fuel, lubricants, and routine consumables required for planned training durations, including bunkering arrangements and refueling logistics. • Safety & Compliance: Life saving appliances, first aid kit, firefighting equipment, navigation and communications equipment (e.g., VHF marine radio), and adherence to applicable safety standards and local maritime directives. • Coordination & Clearances: Coordination of necessary port/marina bookings and any operational clearances required for training areas designated by UNODC/host authorities. • Availability & Locations: Availability at designated Sri Lankan locations and dates as specified in the training plan; ability to support multiple days and evolutions as required. • Deliverables: Daily vessel logs, fuel usage records, incident/near miss reports, and attendance/crew rosters as requested by UNODC
