Greetings from UNICEF Malaysia.

United Nations Children's Fund (UNICEF) Malaysia Country Office wishes to invite you to participate in a tender for "LRPS-2026-9202795 Technical support to develop a Situational Analysis of Children’s Wellbeing and Costed Action Plan for Kuala Lumpur City Hall for the Child Friendly Cities Initiative (CFCI)” through a competitive bidding process. In this respect, UNICEF invites you to submit technical and financial proposals as outlined in the Request for Proposals for Services (LRPS) and the terms and conditions contained herein.

1. Receipt of Invitation and Intent to Submit

Kindly acknowledge receipt of this invitation and confirm your Interest/Intent to submit by replying to this email by 09 March 2026.

2. Request for Clarification

If you have any enquiries regarding the tender documents, please submit them using "Annex E - Enquiries & Clarification Form" and ensure you reply to all recipients in this email.

3. Proposal Submission

All proposals must be submitted via email ONLY to mlya-procurement@unicef.org by:

4. Tender Documents

Please review and complete the following documents:  

  • LRPS-2026-9202795 (Including Annex A – UNICEF General Terms and Conditions)
    1. Read & sign the form at Page 5
  • Annex B - Terms of Reference
  • Annex C - MDM Vendor Master Registration and provide below documents:
    1. Bank account proof (e.g. cancelled check, bank statement, or bank letter)
    2. Business Registration
    3. Audited financial statements for the last two (2) years
  • Annex D - UNGM Vendor Registration Guidelines
  • Annex E - Enquiries & Clarification Form
  • Annex F - Supplier Sustainability Questionnaire

 

5. Supplier Sustainability Questionnaire

As part of UNICEF's commitment to sustainable procurement and contribution to the Sustainable Development Goals (SDGs), we kindly request all bidders to complete the Annex F- Supplier Sustainability Questionnaire attached to the tender documents.

This questionnaire aims to gather information on your organization's sustainability policies, practices, and commitments across key environmental and social areas such as CO2 emissions, waste management, resource consumption, and social accountability. Please note that the information provided will not be used for contract-making decisions but will help us gain insights into sustainable procurement practices in the market.

Instructions:

  • Complete the attached Annex F- Supplier Sustainability Questionnaire to the best of your ability.
  • Provide supporting documents as requested (e.g., environmental policies, waste management procedures, certifications, etc.).
  • Submit the completed questionnaire alongside your technical and financial proposals.

Your cooperation in filling out this questionnaire will contribute to our efforts to promote responsible and sustainable business practices.
