New clarification added: Questions: Dear UNOPS,Regarding RFQ/2026/61769, I would like to have below calrifications from you.1) How many minutes (roughly) per video shot do you expect? (e.g. 3 mins per video shot? or 5 mins per video shot?) 2) According to Cost breakdown per deliverable/output (FORM B - Price Schedule Form), there will be at least 3 vidoes interview "per package of deliverables". Thus, it means a minimum of 12 videos shall be required. (3 videos per package of deliverable x 4 packages of deliverables). Is that right?3) According to Cost breakdown per deliverable/output (FORM B - Price Schedule Form), there will be at least 50 edited images "per package of deliverables". Thus, it means a minimum of 200 edited images shall be required. (50 edited images per package of deliverable x 4 packages of deliverables). Is that right?4) Do you need subtitles in each vidoes? If yes, which language? If subtitle is English or any other ethnic language, who will pay translation cost?5) Who will arrange the availability and the cost of interviewees or any character for the vidoe shoot? Becasue there will be the cost for character arrangement (e.g. movement cost, (may be) clothes, etc.)6) Who will arrange mini-setting arrangement? Based on instructions from UNOPS, there may be location rental cost or mini decoration cost for the video shooting.7) Do you need sign language in the video? 8) How many videos and images per location is required (e.g. 3 videos for Yangon Location, 6 videos for Shan South Location, 3 Videos for Kayin State). This information would largely impact the cost calculation. UNOPS Answers: 1) Video interviews vary in length depending on the contributor being interviewed and the number of questions covered. We require enough un-edited video content to edit into engaging 1 minute stories for our channels, along with broll (shots of at least 10 seconds each). The chosen supplier will need to use their journalistic instict to decide when they've collected sufficient content to tell the story. We do not require edited videos - only the raw interviews. As a guide, most of our (unedited) interviews are between 5-20 mins long. 2) The number of shoots we do in one year depends on the quoted cost of the services, as our budget is capped. We require three video interviews per visit, so the total number will depend on how many visits take place in a year. 3) As above. We require 50 edited shots per visit, so the total number of images will depend on how many visits take place in a year. 4) We do not require subtitles for videos. We only require the raw, unedited video files. Our team edits and translates the interviews ourselves. 5) The Access to Health Fund works with our partners to identify interviewees ahead of content trips. We take full responsibility for sourcing interviewees and, should we be unable to identify a minimum of three interviewees for a shoot, the supplier will still be paid the agreed fee in full. There are no costs associated with identifying interviewees as they are beneficiaries/partners of the Fund. Any travel costs will be covered by The Fund. Interviewees wear their own clothes. 6) Please note the requirement that suppliers have experience shooting content for INGOs or similar organisations. We do not rent locations or decorate locations - we shoot content at real-life project sites. The supplier is required to identify suitable locations for filming interviews. 7) No. 8) The requirement in the TOR is clear and clarified above (see point 2). We require a minimum of three video interviews per content visit - irrespective of the location.

New clarification added: Questions: With reference to the above-mentioned Request for Quotation, our company is considering submitting a proposal. We would be grateful if you could kindly provide clarification on the following points:1) Could you please confirm whether this RFQ is open to international bidders, or is it restricted to Myanmar companies only? Our company is a global visual content provider with an extensive network of award-winning visual journalists, including personnel based in Myanmar. Our locally based visual journalist possesses all the necessary credentials and permissions to produce visual content from Myanmar.2) Are bidders required to submit proposals for both videography and photography production, or can they apply for only one, such as photography production?UNOPS Answers:1) The RFQ is open to the international bidders who work with Myanmar photographers. We'd be delighted to recieve a proposal.2) The Access to Health fund requires both photography and video content for our channels. Due to the resources required to arrange a content visit and identify case studies etc, we will require videos and broll to be collected on shoots, however we wish to clarify that we only require raw, unedited videos of interviews with beneficiaries/health workers - these can filmed on a good quality (HD) phone if required (provided a tripod and mic are used) - in our experience, most photographers are able to film interviews quickly and easily, and we can provide support from staff with interviewing/translation etc.
