UNDP Bhutan is seeking proposals from eligible and qualified National (Bhutanese) consulting firms for the Development of a Gender-Responsive Monitoring & Evaluation (M&E) Framework for Safe and Livable Urban Centers in Bhutan.
For more details, please review the Terms of Reference attached. A brief scope of the assingment as follows:

The preparation of the gender-responsive Monitoring and Evaluation (M&E) framework shall be undertaken with due consideration of the broader policy and regulatory landscape in Bhutan. The framework should harmonize with existing overarching policies, strategies, regulations, bylaws, and guidelines, ensuring coherence and alignment with national priorities and international commitments. The framework should not contradict, duplicate, or undermine existing frameworks but instead complement and strengthen them, providing added value through a gender-responsive lens. Where gaps or inconsistencies are identified, the framework should propose practical measures to bridge these while respecting institutional mandates and existing governance structures.
