Description
The International Labour Organization (ILO) Office in Cambodia is seeking for a national consultant to conduct a Recognition of Prior Learning (RPL) outcome and process review. This review aims to provide an early assessment of how effectively Recognition of Prior Learning (RPL) supports returning migrant workers in re-entering the domestic labour market by examining its impact on employability, income, and job quality, as well as employer and sectoral perceptions of RPL certification. It will analyse beneficiary profiles—including poverty status, employment conditions, demographics, disability, and location—and capture both positive and negative views from workers and employers, supported by five case studies and five employer perspectives. The review will also evaluate the performance of the current RPL delivery system, identify bottlenecks, and assess coordination among key institutions. Additionally, it will explore incentives and barriers to participation, provide regional cost benchmarks, and offer practical recommendations to strengthen and scale RPL within the national skills system. The consultant is expected to produce a comprehensive RPL outcome and process review report presenting evidence on the outcomes among RPL candidates, system and process effectiveness, incentives, efficiency, and sustainability as well as actionable recommendations to strengthen and scale up RPL as a sustainable component of the national skills system, ensuring long-term impact, inclusivity, and sustainability. Interested applicants are invited to submit narrative proposal (no more than 3 pages) including methodology, work plan and financial proposal with daily fee, daily subsistence and transportation cost for data collection in the field (where relevant) in the ILO e-sourcing platform before the specified deadline.
