New clarification added: Dear Sir/Madam,We would also appreciate clarification on the following matters noted during the pre-bid discussion:Form 0.12 – Self-Disclosure EntryThe Self-Disclosure Form (Form 0.12) appears in the procurement portal but seems to be missing from the returnable schedules. Could you kindly confirm whether bidders are required to submit this form and if so, whether the returnable sheets will be updated accordingly?Quantity Surveyor Entry in Returnable SheetsThere appears to be a Quantity Surveyor item included in the returnable sheets. Considering that the sample personnel/quantity form is illustrative, could you please confirm whether this role is required as part of the proposed team or whether submissions should strictly follow the TOR and evaluation criteria?Asset Valuation under RAP ScopeThe scope for the Resettlement Action Plan (RAP) requires valuation of affected assets. However, the list of required experts does not explicitly include a Valuer. Could you kindly clarify whether a Valuer should be included in the proposed team to undertake the asset valuation component?Use of Experts Across Different LotsPlease confirm whether the same expert may be proposed across different Lots or whether each Lot must have a fully dedicated and standalone team, given that each Lot is treated as a standalone project with tight timelines for deliverables including detailed design, ESIA, and RAP reports.Security ProvisionsCould the Client please clarify whether security arrangements will be provided by the Client or whether bidders are expected to assess the security situation independently and include associated provisions in their financial proposals?UNOPS RESPONSE1. The form 0.12 is there in the returnable forms as 0.12 Proposal/No Proposal Confirmation2. Bidders were instructed to submit proposals based strictly on the ToR and evaluation criteria; the form provided was a sample of how a personnel CV should be submitted.3. The list of key personnel provided represents the minimum staffing requirements for this assignment. Bidders are expected to propose any additional personnel they deem necessary to deliver the full scope of services in accordance with TOR.4. Bidders are required to propose a separate, dedicated team for each lot within each bid. The same team may not be accepted across multiple bids if it is already committed and awarded to a lot under another bid.However, in cases where bidders do not have the capacity to mobilize separate teams per lot per bid, they are still encouraged to participate in bids based on the available resources. This approach will allow them to maximize their opportunity to be considered for the award of one or more lots, subject to compliance with the stated requirements and evaluation criteria.5.UNOPS/Client will not provide security. Bidders are responsible for assessing the context and must include all security costs in their proposal. The bidder assumes full responsibility for determining and including these costs.

New clarification added: Dear Procurement Team,We would like to raise the following questions for your clarification please:In the ToR under Project Description, it is stated that the "assignment involves the preparation of a Feasibility Study and Preliminary Engineering Design". Can you please confirm the scope of the assignment and that it is only for the ESIA and RAP and confirm the status of the feasibility study and engineering design for the road segments? It is stated under "Team Structure and Key Expertise Requirements" that a team needs to be provided for each lot, is this accurate? Does that mean that 4 different teams are required for the roads in Jubaland State in addition to 3 different teams for the road segments in Southwest state?If security arrangements and logistics are required, would it be acceptable to reflect these in the financial proposal by including them as a separate contingency budget item for security?Looking forward to your response. RESPONSE1.The scope of work is only ESIA and RAP, Feasibility study and preliminary engineering designs by others.2.Bidders are required to propose a separate, dedicated team for each lot within each bid. The same team may not be accepted across multiple bids if it is already committed and awarded to a lot under another bid.However, in cases where bidders do not have the capacity to mobilize separate teams per lot per bid, they are still encouraged to participate in bids based on the available resources.
