Integrated Water Resources and Infrastructure Development Planning for Nault, Al Qalaa and Dhaher Al Jabal Municipalities, Jabal Nafusa, Libya
1. Background
The municipalities of Nalut ,Al Qalaa and Dhaher Al Jabal face severe challenges in securing safe and reliable water supply for their populations (26780,18,000 and 22,800 respectively). The municipalities suffer from deteriorating infrastructure, including non-functional water storage reservoirs, outdated transmission lines, and nonexistence of proper resources and infrastructure maps or master plans. In many areas, water supply through public networks is non-existent, and reliance on private water trucking is high, despite questionable water quality and cost implications.
A comprehensive water infrastructure assessment and master plan are urgently needed to guide targeted investments, integrate sustainable solutions such as solar-powered pumping, and enhance local capacities for operations and maintenance.
2. Objectives
The overall objective is to develop a practical, cost-effective, and climate-resilient water planning package for one selected community, integrating infrastructure priorities, capacity building, public awareness, and an actionable IWRM plan.
Specific objectives are to:
• Assess local water resources, demand, and service conditions at the community level.
• Identify and design priority water supply interventions.
• Strengthen local capacity for basic operation, maintenance, and water governance.
• Develop a community-scale IWRM Plan aligned with municipal and national water policies.
• Raise public awareness on water conservation, water quality, and system protection.
