Description
The evaluation team will conduct an independent final evaluation of the MozTrabalha Phase 2 project, covering implementation from July 2022 to early 2026. The work includes: reviewing all project documents; analysing the theory of change; designing an evaluation methodology and preparing an inception report; and conducting field missions in target provinces to gather qualitative and quantitative data through interviews, focus groups, surveys, and direct observation.
The evaluators will assess project relevance, coherence, effectiveness, efficiency, sustainability, and impact orientation, as well as cross cutting issues such as gender equality, social dialogue, just transition, and systemic change.
The team will triangulate evidence, analyse findings, identify lessons learned, good practices, and challenges, and prepare preliminary findings for validation with stakeholders. Final tasks include drafting the evaluation report, incorporating feedback, producing a final report that meets ILO quality standards, and presenting results to the Project Steering Committee.
