Dear Proposers (Bidders),

The World Health Organization, hereinafter referred to as WHO, hereby invites prospective Proposers to submit a proposal in accordance with the General Conditions of Contract and the Terms of Reference as set out in the attached Request for Proposal (RFP).

The requirement is divided into three Lots and the proposers (bidders) may wish to bid for one Lot or more Lots depending on their interest, experience and expertise:

Lot 1: Surveillance leadership

Lot 2: Normative products

Lot 3: Wastewater surveillance

If you are interested in submitting a proposal in response to this RFP:

  1. Please acknowledge receipt of this RFP by completing and returning the Letter of Intent (Annex A to the RFP), indicating your intention to submit a proposal to wse_procurement@who.int by Friday, March 6, 2026.
  2. Please send any requests for clarification to wse_procurement@who.int no later than Friday, March 6, 2026, 17 hours CET.
  3. Please prepare your proposal in accordance with the requirements and procedures outlined in this RFP and send it to wse-bids@who.int  no later than Monday, March 16, 2026, 17 hours CET.

Please send the technical proposal along with Annexes A, B, C, D, F & H in the first email under the subject “TECHNICAL PROPOSAL-Bid reference-Company name”.

Please send a second email containing the financial proposal only including forms E and Financial Proposal Form under the subject “FINANCIAL PROPOSAL-Bid reference-Company name”.

Combining or misplacement of proposals i.e. financial documents in technical envelope or technical documents in financial envelope may lead to the rejection of the proposal.

All WHO vendors are required to comply with the United Nations Supplier Code of Conduct. We encourage all Proposers to join the United Nations Global Compact and support the Women’s Empowerment Principles (WEP).
