Provision of the Communications and Visibility Services for the "PRO - Local Governance for People and Nature" Programme

New clarification added: Dear potential bidders, Please find below request by one of the bidders and clarification.Question:With reference to the Technical and Eligibility Criteria of the RFQ, we kindly request clarification regarding the participation of personnel currently engaged by UNOPS under a retainer contract.Could UNOPS please confirm whether an individual currently engaged by UNOPS under a retainer arrangement is eligible to participate in this tender as a proposed team member of a bidding company?We would also appreciate confirmation as to whether any specific declaration or supporting documentation (e.g. confirmation of availability etc) would be required in such a case beyond the documentation already requested in the tender.Clarification:Bidders must disclose any actual or potential conflict of interest in the Quotation Submission Form and they shall be deemed ineligible for this procurement process unless such conflict of interest is resolved in a manner acceptable to UNOPS. Failure to disclose any actual or potential conflict of interest may lead to the bid disqualification and further actions, including vendor sanctions.UNOPS retainers should follow strict Conflict of Interest and Outside Activity policies. A supplier has a conflict if their staff have close ties to UNOPS personnel involved in bid preparation or evaluation. If the retainer wasn't involved in defining requirements or evaluation, they can be proposed if the bidder:Discloses the relationship in their bidProvides a Statement of Availability signed by the individual confirming no conflict with UNOPS dutiesThe retainer should have obtained written approval from the UNOPS Ethics Office for an Outside Activity. 

New clarification added: Dear potential bidders, Please find below request by one of the bidders and clarification.Question:With reference to the Technical Criteria related to team composition, could UNOPS please confirm that a university degree is mandatory only for the Team Leader and not required for the proposed team members, provided that they meet the minimum required professional experience?Clarification:Confirmed, only a Team leader is required to have a University degree 

New clarification added: Dear potential bidders, Please find below request by one of the bidders and clarification.Question:With reference to the Qualification Criteria requiring submission of financial statements or other acceptable financial documentation for the previous three years, we kindly request clarification. As a sole proprietor operating under the lump-sum taxation regime, we are not legally required to prepare or submit audited financial statements.Could UNOPS please confirm whether official bank statements demonstrating annual turnover for the relevant period would be considered acceptable proof of financial capacity?Clarification:For the entities that are not legaly required to prepare or submit audited financial statements by their state it is acceptable to submit the bank statement demontstrating fulfillment of the required criteria element.
