Description
The consultant is required to perform below tasks.
• Conduct a desk review and mapping of national policies, regulations, procedures, and international best practices governing education emigration, student mobility, and the role of education consultants.
• Perform stakeholder consultations with government, private sector, civil society, social partners, and international organizations to identify risks, coordination gaps, and enforcement challenges.
• Develop a Draft Integrated Education Emigration Procedure Framework and a Draft Enforcement and Accountability Framework for education consultants and intermediaries, including roles, responsibilities, and student protection measures.
• Present research findings and draft frameworks in a validation workshop with stakeholders, collect feedback, and refine outputs.
• Finalize and deliver the Education Emigration Procedure, Student Protection and Safeguards Framework, and Recommendations Package, including phased implementation options, oversight, and capacity-building strategies.
