Clarification on Scope of Services – Jubaland Roads TORWe note a discrepancy in the TOR regarding the scope of services. The cover page refers to “Feasibility Study and Detailed Engineering Design,” while the lot descriptions indicate:· Lots 1–3: Detailed Engineering Design· Lot 4: Preliminary DesignHowever, Section 2 (Objectives of the Services) includes feasibility study, preliminary design, detailed engineering design, and bid documentation.Kindly confirm whether the full scope outlined in Section 2 applies to all relevant lots.2. Clarification on Financial Proposal Format – RFP Annex 2aWe note that the Financial Proposal Form (RFP Annex 2a) contains three sheets:· Sheet 1: Financial proposal linked to deliverables· Sheet 2: Breakdown of fees and additional costs· Sheet 3: Daily ratesWe understand that the “additional costs” under Sheet 2 include administrative costs, expenses, data acquisition, equipment costs, and other reimbursable items. Kindly confirm if this interpretation is correct.Additionally, we seek clarification on whether the Financial Schedules under RFP Section VI – Returnable Schedules (Schedule 4: Contract Schedules from the Offeror, Sub-section 4.1 Fees and Reimbursable Costs) are required to be submitted as part of the Financial Proposal, or whether submission of the completed Annex 2a (Sheets 1–3) is sufficient.We would appreciate your confirmation to ensure compliance with the RFP requirements.UNOPS RESPONSELot 1-3 has a feasibility study and detailed design scope, while Lot 4 has a feasibility study and preliminary design, with optional pricing for detailed design in case a decision is taken to complete the detailed design. (Please refer to the deliverable tables for each type page 34 to 36)The main financial form is the RFP Annex 2a -2D-Financial Proposal Form. Breakdown of fees and additional costs, and daily rates are used for cost analysis, RoC, and later variation, if any and should be submitted.The Financial form 4.1 Fees and Reimbursable Costs) is attached separately under documents as “RFP Annex 3 Financial Proposal Schedule 4.1 Fees and Reimbursable Cost and 4.1.B Daily Rate Schedule) (USE FOR ANY LOT or ALL LOTS)” and this can be used for all lots. This form should be submitted under financial submission along with the main financial name RFP Annex 2(a-d). Bidders should attach both financial forms under financial in their checklist in each lot.

New clarification added: We acknowledge for the recipient of the RFP of the captioned Road project and request the following clarifications on the given RFP;1. According to the TOR, on page 22, it is stated that "Preliminary Geotechnical Investigation, seismic investigation shall be carried out if considered necessary by the Consultant”. while then if the Consultant determines that such investigations are required, it would be appropriate for the Client to consider the cost of the geotechnical and seismic investigations as a Provisional Sum (PS) amount, in order to ensure consistency and a comparable basis among all bidders. 2. In addition, we believe that introducing a provisional total (PS) amount will be beneficial for security issues to ensure uninterrupted and compliant project implementation. Given the prevailing security context in Somalia, infrastructure projects—particularly road works—are exposed to dynamic and unpredictable risks that may significantly affect cost, schedule, and operational continuity. UNOPS RESPONSEThere are no PS in this contract; the bidder to do necessary arrangement, initial historical data collection to include all expected costs in his proposal.There are no PS in this contract. Bidder to familiarize himself during the bidding time by visiting the site, or cooperating / Joint Venturing with local consultants who are aware of the local context and security conditions.

New clarification added: Design Manager (DM) - MIN qualification MastersMaterials Engineer - Must possess a university post graduate degree in Civil Engineering (This is equivalent to a Masters Certification)Highway Design Engineer - Must possess a university post graduate degree in Civil Engineering (This is equivalent to a Masters Certification)Transport Economist - Must possess a university post graduate degree in Civil Engineering (This is equivalent to a Masters Certification)Engineering Surveyor - Must possess a university post graduate degree in Survey and Photogrammetry (This is equivalent to a Masters Certification)Seemingly all the experts the minimum qualification required is a post graduate certification which is similar to a masters programme - kindly clarify on this, is a degree certification equivalent for this experts except for the design manager?UNOPS RESPONSEIt is preferable for bidders to meet the bid requirements to ensure the highest technical scoring, however proposing equivalent certificate with sufficient related years of experience to compensate might be accepted.

New clarification added: QUESTIONWe request for the following clarifications:1.Can a Cv of a Highway Engineer who has experience as a measurements engineer in road projects be used in place of Quantity Surveyor Engineer? There are very few Quantity surveyors with experience in road projects.2.Can the Consultant use same teams in this Tender and that of Southwest & Hisrshabelle states Ref:61560?3.Time given for preparation is not sufficient. We request for an extension of two weeks to enable prepare a comprehensive proposal that meet the requirements of the RFP.UNOPS RESPONSE It can be accepted If the proposed candidate has relevant experience .Bidders are required to propose a separate, dedicated team for each lot within each bid. The same team may not be accepted across multiple bids if it is already committed and awarded to a lot under another bid. However, in cases where bidders do not have the capacity to mobilize separate teams per lot per bid, they are still encouraged to participate in bids lbased on the available resources. This approach will allow them to maximize their opportunity to be considered for the award of one or more lots, subject to compliance with the stated requirements and evaluation criteria.Bid has been extended till 11 of March, Deadline for clarifications extended till 4th of March 2026.

New clarification added: 1.1 It is mentioned in the mechanical drawing design section the design of the pump room, kindly clarify the pump room scope of work.1.2 As referenced under the proposed project team requirements, staff must be registered with relevant professional bodies such as the Institution of Civil Engineers (UK), Diplom Ingenieur Hoch und Tiefbau (Germany), or hold an equivalent Professional Engineer (PE) license. Kindly clarify whether equivalent professional registrations from other countries are acceptable, depending on the country in which the staff member is registered 1.3 Kindly confirm whether the wet utilities scope of work is limited to utility connections only.1.4 Kindly confirm that landscape scope is excluded from this TOR 1.5 Kindly advise whether traffic signals at road intersections are included within the scope of work under this TOR.1.6 Kindly clarify the bridge scope of work and confirm whether any road intersections are associated with the proposed bridges.UNOPS RESPONSE1.1 This is general mechanical drawings as per UNOPS standards, for bidders reference only.
