New clarification added: QuestionNumbers RFP/2026/61544 and RFP/2026/61560. We remain fully committed to preparing and submitting a comprehensive, competitive, and high-quality proposal. However, the time available for proposal preparation has been insufficient to adequately address the extensive scope, technical requirements, and deliverables of the assignments, as detailed below. · The Terms of Reference entail comprehensive multidisciplinary work, including feasibility studies, detailed design, environmental and social assessments, geotechnical and hydrological investigations, structural analyses, and the preparation of bidding documents. This necessitates close coordination between our JV partners, with thorough review and validation to ensure full compliance with UNOPS standards and international best practices. · The TOR requires the Consultant to carry out groundwater surveys in the absence of surface water, even though such investigations are generally performed by the Contractor during construction. This requires a careful technical interpretation and methodologies to ensure a practical proposal approach. · It is technically critical that the route selection analysis be completed during the Inception phase, prior to initiating preliminary design, to ensure that the engineering design is based on a verified and optimized alignment. Properly reflecting this in the proposal requires clear technical justification and detailed planning. In this context, a site visit is essential to collect key topographical, geotechnical, environmental, and accessibility data for informed route selection. However, the current access arrangements to the project areas remain unclear, impacting the feasibility and effective planning of these activities. · The tender requires extensive administrative, legal, financial, and technical documentation from both JV partners. Compiling, reviewing, notarizing, and harmonizing these documents within the given timeframe has posed coordination challenges, necessitating additional time to ensure completeness and accuracy. · To conduct surveying and engineering investigations, we are requested to utilize advanced technologies such as LiDAR systems and modern geotechnical testing equipment. Obtaining detailed technical proposals, availability confirmations, financial quotations, and mobilization schedules from specialized service providers requires additional coordination time. Moreover, LiDAR surveys involve aerial flight operations, and there is currently no confirmed information on whether the project areas fall within controlled or restricted airspace. This uncertainty affects operational planning and necessitates prior regulatory verification and coordination with the relevant aviation authorities. · The project areas present security and accessibility challenges. Conducting site visits, coordinating logistics, and assessing ground conditions require careful planning and appropriate security arrangements. Site verification is essential for accurate cost estimation and preparation of a realistic financial proposal. Scheduling and undertaking these visits require additional time. · As a Joint Venture , internal coordination including harmonizing methodologies, planning resource allocation, and completing final approval processes requires detailed consultations, necessitating additional time to ensure the submission of a unified, technically sound, and fully integrated proposal. · Developing a competitive financial proposal entails a detailed cost analysis encompassing personnel mobilization, equipment deployment, logistics, security measures, insurance, and contingencies. Given the current market volatility in fuel prices, material costs, and foreign currency exchange rates, careful validation of all cost assumptions is necessary to ensure accuracy and sustainability. · The tender document specifies that uploaded files must not exceed 20 MB. However, certain required documents, including the company profile and audited financial statements, remain larger than the permitted size even after compression.In this regard, we kindly request clarification on the appropriate approach to comply with the submission requirement. Specifically, please advice whether the documents may be divided into multiple parts or if there is an alternative method you recommend for submitting larger files. Considering the points outlined above, we respectfully request your clarification on the subject matter. With regards.UNOPS RESPONSE Bid has already been extended till 11 March, Deadline for clarifications extended till 4th of March 2026 and due to tight project timeline, there will be no further extension.If the bidders' submission documents are large, the documents may be divided into multiple parts and attached under their checklist.

New clarification added: We acknowledge for the recipient of the RFP of the captioned Road project and request the following clarifications on the given RFP;1. According to the TOR, on page 22, it is stated that "Preliminary Geotechnical Investigation, seismic investigation shall be carried out if considered necessary by the Consultant”. while then if the Consultant determines that such investigations are required, it would be appropriate for the Client to consider the cost of the geotechnical and seismic investigations as a Provisional Sum (PS) amount, in order to ensure consistency and a comparable basis among all bidders. 2. In addition, we believe that introducing a provisional total (PS) amount will be beneficial for security issues to ensure uninterrupted and compliant project implementation. Given the prevailing security context in Somalia, infrastructure projects—particularly road works—are exposed to dynamic and unpredictable risks that may significantly affect cost, schedule, and operational continuity.UNOPS RESPONSEThere are no PS in this contract, the bidder to do necessary arrangement, initial historical data collection to include all expected costs in his proposal.There are no PS in this contract, Bidder to familiarize himself during the bidding time by visiting the site, or cooperating / Joint Venturing with local consultants who are aware of the local context and security conditions.

It is noticed that no time input is indicated for experts in the terms of reference.Please clarify if a minimum men/month is required for each expert. 2. Can you please provide the names of the authorities from Southwest State and Hirshabelle State that will be involved in the contract’s different stages and more specifically in the training task? 3. Under Traffic Surveys and Analysis page 20 it is indicated that traffic projections shall consider 10 years after the works completion. However, further down under Preliminary Engineering Design on page23 it is indicated that a 20 years’ design life is to be considered.Please clarify if the design life is 10 or 20 years. Kind regards.UNOPS RESPONSELOE is up to the consultant, that should be aligned to the consultant approach, methodology and program of work to cover all requirements in the TOR, furthermore it should reflect the bidder's understanding of the scope and required effort.There will be a list of staff that will be provided to the bidder after awarding.20 years to be considered.

Can a Cv of a Highway Engineer who has experience as a measurements engineer in road projects be used in place of Quantity Surveyor Engineer? There are very few Quantity surveyors with experience in road projects.2. Can the Consultant use same teams in this Tender and that of Southwest & Hisrshabelle states Ref:61544?3.Time given for preparation is not sufficient. We request for an extension of two weeks to enable prepare a comprehensive proposal that meet the requirements of the RFPUNOPS RESPONSEIt can be accepted If the proposed candidate has relevant experience .Bidders are required to propose a separate, dedicated team for each lot within each bid. The same team may not be accepted across multiple bids if it is already committed and awarded to a lot under another bid. However, in cases where bidders do not have the capacity to mobilize separate teams per lot per bid, they are still encouraged to participate in bids lbased on the available resources. This approach will allow them to maximize their opportunity to be considered for the award of one or more lots, subject to compliance with the stated requirements and evaluation criteria.Bid has been extended till 11 of March, Deadline for clarifications extended till 4th of March 2026.
