The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidder to submit a quotation for the supply of 970 units of Filling Cabinets including Installation and Transportation Costs as provided the Annex- A in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).

New clarification added: Dear All prospective bidders,Please kindly find the UNOPS response as below:Question No. 6 - As per the UNOPS Instructions to Bidders, bidders may have the nationality of any country unless otherwise specifically restricted in the Tender Particulars. The procurement framework also allows bidders to participate in association with other entities or through subcontracting arrangements, particularly with entities located in the country where the goods are to be delivered.In the present case, the item being procured is a filing cabinet, which does not require specialized installation or after-sales technical services. Therefore, restricting participation exclusively to Cambodian bidders may unintentionally limit international competition. In addition, such a requirement may create commercial and financial exposure for the original manufacturer if supply must be routed through a local bidder without standard commercial safeguards.In line with the provisions of the UNOPS procurement framework that permit joint ventures or subcontracting arrangements, we kindly request UNOPS to consider one of the following alternatives:Allow international manufacturers/OEMs to submit bids directly, while appointing a Cambodian entity as a local delivery or logistics subcontractor, orPermit consortium/joint venture participation where the OEM participates as the lead supplier and a Cambodian company provides local support, orClarify whether the local presence requirement can be fulfilled through an authorized local partner without restricting bidder nationalityUNOPS Answer # 6 : Only the bidders who are manufacturers in Cambodia or authorized agents of international manufacturers in Cambodia having experience in assembly, repair and taking care of warranty and after sale services obligations are allowed to bid. New clarification added: Dear All prospective bidders,Please kindly find UNOPS's response as below:Question # 5 - It is hereby requested to kindly remove the clause requiring a local representative as a bidder. This request is made due to concerns regarding the security of payment for the goods supplied. It is highly unlikely that a local representative would be willing to make advance payment for the goods.Rather, it may be mentioned that the bidder must have a local representative with an authorization letter so that the goods can be supplied through the local person, who will handle delivery and complete all receiving and documentation formalities.In such a case, overseas manufacturers should be allowed to bid directly and bill UNOPS directly to ensure the safety and security of payment.Otherwise, if the local representative clause is completely omitted, the overseas bidder may directly handle the supply and documentation process.Therefore, it is kindly requested that the clause be reconsidered and revised accordingly to ensure both fair participation and secure payment arrangements.UNOPS's Answer # 5 - As mentioned in the previous response (UNOPS's Answer # 4) , the bidder eligibility requirement remains unchanged " Only companies registered in Cambodia are eligible. Companies that are not registered in Cambodia will be disqualified. An international bidder can submit an offer as a Joint Venture (JV) with a partner in Cambodia . In the event of a joint venture, the lead company must be registered in Cambodia or else the bidder will be disqualified.This eligibility criteria is included to ensure:(i). Smooth transportation and installation service to the target locations as mentioned in the Annex A - list of distribution filling cabinets with distance(ii). New clarification added: Dear All bidders,Please kindly find UNOPS response as below:Question No.4 - Our company is very interested in this project and we have already prepaired competitive and detailed offer. However we found out that the only local bidders became eligable. Our company is EU (Poland) registered and we have extensive experience implementing similar projects all over the globe, including several thousand pieces of furniture across multiple delivery and assembly locations. We have already identified and coordinated detailed delivery details with an experienced local logistics partner in Cambodia and, in general, carried out a lot of work to prepare for this project.Is it possible to consider our proposal even though we are not a registered company in Cambodia? UNOPS Answer 4: This is National Competitive Bidding, only companies registered in Cambodia are eligible. Companies that are not registered in Cambodia will be disqualified.An international bidder can submit an offer as a Joint Venture (JV) with a partner in Cambodia . It difference from attach photo (Attatch photo is cabinet with doors open model). New clarification added: Dear All bidders,Many thanks for intersting this tender, please kindly find response as below:Question 1: for size as mention in Section II: Scheldule of Requirement Overal Diamnrtion: Width: Min 850mm - Max: 900mm Depth: Min 350m - Max: 400mm Height: Min 1800mm - Max:1850mm, i would like to clarify that supplier can purpose Minimuim size or Maximuim size right sir/madam. And for Evaluation base on price or size (cabinet Max size W900 x D400 x H1850mm normally expensive than Min size W850 x D350 x H1800mm)UNOPS Anwser # 1 - (i). Kindly note that the specified dimensional requirements are provided within acceptable ranges. Any product that falls within the stated minimum and maximum limits shall be considered technically compliant. The dimensions were intentionally defined as a range (min–max) in order to promote fair competition and allow a broader range of compliant products to participate in the process. (ii). A bidder may offer any product that falls within the specified dimensional requirement ranges (minimum–maximum limits), and such products will be considered technically compliant.Question 2: For credit term how many day after completed delivery, or can be deposit 30% to 50% after sign contract and prepare for Purchase Order to supplier that have selected for this bidding opportunity.UNOPS Anwser # 2 - (i). The payment term is 30days after completing the satisfactory delivery and installation at the designated locations, and after submitting the necessary documents along with the invoices as detailed in the tender documents.
