New clarification added: Dear UNOPS Procurement Team,We hope you are well.Following the extension of the submission deadline by an additional six (6) days, we would like to kindly request clarification on the following points to ensure that our submission fully complies with the RFQ requirements.1. SNRIU Licensing RequirementHFH Global LLC is headquartered in the United Arab Emirates and is also officially registered in Ukraine, enabling us to operate locally and support project implementation within the country. However, HFH Global LLC does not currently hold a license issued by the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) for activities involving ionizing radiation sources.We kindly request confirmation whether our locally registered entity in Ukraine would be considered sufficient for the purposes of this RFQ, or if UNOPS requires bidders to enter into a formal agreement with an entity holding a valid SNRIU license prior to contract award or project implementation.At present, HFH Global LLC is in the process of finalizing cooperation with a qualified Ukrainian company holding the appropriate SNRIU license, as we understand that such licensed entities are responsible for regulatory activities involving ionizing radiation sources.In addition, HFH Global LLC has already prepared a commitment letter confirming that a qualified and duly licensed SNRIU entity will be engaged to ensure compliance with Ukrainian regulatory requirements. The licensed entity would be responsible for activities including, but not limited to:Installation of the X-ray equipment involving ionizing radiation sourcesCommissioning and functional testing of the equipmentRadiation safety and protection compliancePreparation and submission of required regulatory documentationObtaining operational permits and approvals from the competent Ukrainian authoritiesEnsuring adherence to national radiation protection standards and regulationsIn the meantime, our locally registered office in Ukraine will coordinate and manage administrative and logistical activities related to the project, including import procedures, customs clearance, local transportation to the designated site, coordination with relevant local stakeholders, and general project support.We would therefore appreciate confirmation from UNOPS whether submission of our locally registered Ukrainian entity together with the commitment to engage a qualified SNRIU-licensed partner prior to installation and commissioning would be considered sufficient for the purpose of bid submission.2. Quantity Confirmation – Chassis and CabinIn the financial section of the RFQ, the quantity appears to be indicated as “1.” We would kindly request confirmation whether the required quantity for the chassis and cabin is indeed one (1) unit.We appreciate your clarification and thank you in advance for your support.Kind regards,/Dear Bidder,Thank you for your interest in the tender. Please find below the clarifications on your questions.1. A valid License for the right to work with ionizing radiation sources in Ukraine, issued by the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) is the mandadatory fo rthe submission. Please refer to clause 2.4 of the requirements:"The Bidder, or a subcontractor formally engaged by the Bidder, must hold a valid License for the right to work with ionizing radiation sources in Ukraine, issued by the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU). A copy of the valid license shall be submitted as part of the bid."The commitment letter does not comply with the requirement.2. The required quantity is one (1) complete X-ray mobile unit on a truck/van chassis, as indicated in the Price Schedule. The chassis, cabin, integrated medical body, X-ray system, and all associated systems shall be supplied as one fully integrated mobile unit.The bidder shall include the entire mobile X-ray vehicle in the financial proposal as a single item.Thank you.Procurement team.

The Qualification criterion 3.6 was added in the section Criteria: “The Bidder who is not the manufacturer of the Equipment (vehicle), shall provide Manufacturer's or Official dealer’s Authorisation for supply of the Equipment (vehicle) confirming its rights to supply the said Equipment to Ukraine3. Checklist was added with Form H: Manufacturer’s Authorization Form, related to the vehicle4. The deadline for the submission is extended by 16.03.2026.5. At this stage, there is no mandatory requirement for integration with a specific existing hospital information system (HIS), EMR, or third-party diagnostic platform.However, the proposed PACS/RIS solution must be fully DICOM-compliant and support standard interoperability protocols (e.g., DICOM, HL7) to ensure compatibility with existing or future systems within the healthcare infrastructure of Ukraine. Answer 2. Regulatory approval for radiological data transfer within UkraineThe scope of this procurement covers the supply and configuration of the workstation and PACS/RIS system to ensure interoperability through standard communication protocols (DICOM, HL7)This procurement does not include the establishment of external data transfer connections, inter-hospital networking, or centralized data exchange infrastructure.All operational connections, network configuration, and the exchange or transfer of radiological studies/images between institutions shall remain the responsibility of the End User and the respective healthcare institution authorized to manage such data.The Contractor is required to ensure that the proposed system is technically capable of interoperability in accordance with international standards (DICOM/HL7), but compliance with national regulations concerning medical data processing, storage, and transfer — including personal data protection and cybersecurity — shall be managed by the End User in accordance with Ukrainian legislation.Thank you.Procurement team.

New clarification added: Dear UNOPS Team ,We are a Ukraine based company and we are an authorized dealer of a body-upperstructre manufacturer for territory of Ukraine .Regarding Evaluation Criteria , Stage:3. Qualification Criteria, Item-1 and Item-2 about three years past experience and at least 2 succesful contracts ;Our company has no experience in in continuous business of manufacturing / supplying the specific products as specified in Section II: Schedule of requirements or equivalent products during the last 3 (three) years prior to bid opening (3 years of experience in total). And our company has no experience in the delivery of similar equipment of at least 2 contracts for supply of the offered or equivalent equipment realized in the past 3 years. However the manufacturer company we are an authorized dealer of meets these conditions.Could we provide the manufacturers reference projects and will this be acceptable ? New clarification added: Dear Team1. Please inform us the reason of Re-tender. 2. We are supplier of "Portable X-ray". It can be movable by hand carry. Please confirm to us if we can offer "Portable X-ray" only without vehicle. /Dear Bidder,Thank you for your interest in the tender. Please find below clarifications on your questions.1. A re-tender has been initiated in line with project needs and requirements. 2. The requirement under this tender is for a vehicle-mounted mobile X-ray solution (complete mobile unit), where the X-ray system must be fully integrated into a specially equipped vehicle.Accordingly, an offer for a standalone portable X-ray system without the vehicle would not be considered compliant, as the scope of supply explicitly requires a complete vehicle-based mobile diagnostic unit.Thank you.Procurement team.

New clarification added: The technical spec requires the bidder (or a subcontractor formally engaged by the bidder) must hold a valid license for the right to work with ionizing radiation sources in Ukraine. As we are not a bidder located in Ukraine, is this not required by us? /Dear Bidder,Thank you for the interest in the tender. Please find below the clatification on the question.If the bidder is not established in Ukraine and does not hold a Ukrainian license for the right to work with ionizing radiation sources, the bidder must formally engage a subcontractor or authorized local partner in Ukraine that holds a valid license issued by the competent Ukrainian authority (State Nuclear Regulatory Inspectorate of Ukraine – SNRIU) for activities involving ionizing radiation sources.Such licensed entity shall be responsible for activities requiring authorization under Ukrainian legislation, including but not limited to installation, commissioning, radiation protection compliance, and obtaining any necessary operational permits.The bidder must clearly indicate in the bid the licensed entity that will perform these activities and provide valid documentary evidence of the license at the time of bid submission.Thank you.
