Regarding the restriction on the use of steel grades in paragraphs 2.2.3 and below:2.5.3The steel grade for support parts must meet the following parameters:2.5.3.1Steel grade 20, GOST 1050-88, minimum allowable design temperature: -40°C2.5.3.2Steel grade 35, GOST 1050-89, minimum allowable design temperature: -40°C2.5.3.3Steel grade: 35X, 40X; GOST 4543-71; minimum allowable design temperature: -50°C2.5.3.4Steel grade: 09G2S; GOST 4543-71; minimum design temperature: -70°C2.5.4Types and sizes of welds should be adopted in accordance with GOST 5264-80 and DSTU ISO/TR 17671-1:2015.2.5.5Welding materials in accordance with GOST 9467-75 are used for welding supports. The specified GOST standards are not valid in Ukraine, the specified steel grades are available only to a limited extent.We propose to exclude canceled standards and offer a choice of steel grades to match the manufacturer's requirements while maintaining all necessary properties.Regarding the restriction on the use of steel grade S235JR (EN 10025) and other general-purpose structural steels, we propose to confirm their use subject to obtaining and confirming the relevant results of the yield strength test at elevated temperatures, namely at the operating temperature specified in the tender.S235JR steel pipes significantly exceeds the specified working pressure. 7. "Why can't it be provided for 2026?We propose to indicate: "The bidder must provide documentary confirmation of the purchase by the manufacturer of component systems for cyclopentane foaming: Component A ( polyol system) and Component B ( isocyanate ) for 2024 and/or2025 and/or 2026 , as well as copies of documents confirming their quality and technical characteristics . "____CLARIFICAITON RESPONSE____ Dear Bidder, Thank you for you request.6) Clause 2.5.3 specifies the requirements for pipe material and clearly excludes the use of steel grade S235JR (EN 10025) and other general-purpose structural steels due to the lack of guaranteed strength properties at the operating temperatures of the heating network.At the same time, Section 2.5 specifies the requirements for pipeline supports.Sliding supports may be made of S235JR (EN 10025) steel for metal thicknesses of up to 16 mm. Increasing the thickness may reduce crack resistance.Fixed supports must be made of the same steel as the pipes (requirement of Clause 2.1.1). 7) In accordance with clause 1.2. the Bidder must be in continuous business of producing or supplying the offered or equivalent Goods for at least past 3 years.To confirm compliance with this and other technical requirements set out in the specifications, Bidders must provide documentary evidence of the manufacturer’s purchase of component systems for cyclopentane foaming, as required by clause 2.2.9.1.To provide better clarity on the requirement, please note that this clause will be amended to read as follows:"The Bidder shall provide documentary evidence confirming the manufacturer’s continuous and regular procurement of component systems for cyclopentane foaming (used by the manufacturer in the production of the pre-insulated pipes), namely Component A (polyol system) and Component B (isocyanate), during the past three years. New clarification added: 3. In paragraphs 1.2 and 1.3 it is stated that the Bidder must be continuously engaged in the production or supply of the proposed or equivalent Goods for at least the last 3 years and provide evidence (contracts, purchase orders, certificates of completion, etc.) of the successful execution of contracts for the supply of the proposed or equivalent goods.This requirement significantly limits the range of potential manufacturers and tender participants, especially new modern enterprises.Please shorten this period to at least the last year . 4. Clause 1.10.1 states "Certificate of conformity with the technical regulations for the safety of pressure equipment, or a certificate of conformity for each item (if the product is not subject to mandatory certification, provide a quality certificate or passport to confirm the technical characteristics)."Please clarify, does this requirement apply only to steel pipes or also to pipeline components?Is a Certificate of Conformity with the Technical Safety Regulations for Equipment Operating Under Pressure Applied to a Steel Pipe Enough? 5. Clause 2.2.6 states that the surface of the steel pipe (both external and internal) before applying insulation must be thoroughly cleaned and degreased, an anti-corrosion coating is applied to the surface by galvanic method. The quality of preparation of the steel pipe for insulation must be confirmed by manufacturer's certificates - protocols of ultrasonic testing of welded joints .Please clarify whether the anti-corrosion coating should be applied to the external and internal surfaces?We ask that restrictions on a specific method of applying anti-corrosion coatings, namely galvanic coating, be removed. This requirement significantly limits the capabilities of enterprises to apply anti-corrosion coatings and reduces the number of tender participants.There are many modern methods of applying anti-corrosion coating to external and internal surfaces that do not involve the use of galvanic method. ____CLARIFICAITON RESPONSE____ Dear Bidder, Thank you for you request.Please find below a response to your questions:3) The requirement for at least three (3) years of continuous production or supply experience is proportionate to the technical complexity and critical nature of the procured Goods, which are intended for high-pressure district heating systems with a minimum design life of 25 years.This condition ensures proven operational stability, established quality control processes, and successful contract execution history, thereby mitigating technical and financial risks.Reducing the required period to one year would not provide sufficient evidence of reliability and business continuity; therefore, the requirement cannot be amended. 4) This requirement applies not only to pipes but also to other components.A certificate of conformity with the Technical Regulations for the Safety of Pressure Equipment issued for steel pipes is not sufficient. 5) Based on Request for Clarifications #2, changes were made to section 2.2.6 as follows: "The surface of the steel pipe (both external and internal) must be thoroughly cleaned and degreased before applying insulation. The quality of the preparation and the pipe itself must be confirmed by the manufacturer's certificates (including mandatory ultrasonic flaw detection). The uninsulated ends of the pipes must be coated with an anti-corrosion coating using a galvanic method."The galvanic method of applying an anti-corrosion coating has the following advantages:1. Uniformity of the layer - the coating is formed at the atomic level, so the layer is very homogeneous and controllable in thickness.2. High adhesion - the metal is deposited directly onto the surface, ensuring good adhesion and durability.3. In the general qualification requirements, paragraph 1.1 states “All Goods must be supplied in accordance with the current legislation, regulations and rules of Ukraine, and must also comply with relevant European and international standards. In the event of some discrepancies between Ukrainian and international standards, standards with more stringent requirements must be applied . All pre-insulated pipes, fittings and joints must comply with the requirements of Ukrainian or European standards .”Clause 2.2.1 states:"Assembled pre-insulated pipes must comply with the following standards:- EN 253.Equivalent Ukrainian national standards may be:- DSTU EN 253:2016;- DSTU B V.2.5-31:2007".According to clause 4.5.6 of DSTU EN 253:2016, EN 253, the requirement for thermal conductivity at 50 °C is: no more than 0.029 W /( m×K ), according to clause 7.1.13.3, table 10 of DSTU B V.2.5-31:2007 no more than 0.033 W/( m·K ).Clause 2.2.10.2 of the Customer's technical requirements specifies a requirement for thermal conductivity at 50 °C: no more than 0.027 W/( m×K ), which does not meet the requirements of DSTU B V.2.5-31:2007 and EN 253.Please amend the technical documentation by specifying the requirement for thermal conductivity at 50 °C in accordance with the international standard EN 253, namely: no more than 0.029 W/( m×K ). ____CLARIFICATION RESPONSE____ Dear Bidder, Thank you for you request.Please find below a response to your questions:2) We hereby inform you that the requirement set forth in the technical specification regarding the thermal conductivity coefficient of polyurethane foam insulation at 50°C, namely λ50 ≤ 0.027 W/(m·K), is technically justified and will remain unchanged.The EN 253 / DSTU EN 253 standards establish maximum permissible values and do not restrict the Customer’s ability to define more stringent performance parameters where such parameters are objectively justified by operational and technical considerations. The specified requirement is intended to ensure the necessary functional and performance characteristics of the procured goods.Thermal conductivity is a critical parameter directly affecting the specific heat losses of pre-insulated pipeline systems during operation. The requirement for an improved thermal conductivity value is driven by the need to minimize heat losses and optimize Life Cycle Cost (LCC), which is of particular importance for infrastructure assets designed for long-term service.Considering that the scope of procurement includes large-diameter pipelines (including 600 mm and 1000 mm), even marginal differences in thermal conductivity values result in significant variations in cumulative heat losses and associated operational costs over the service life of the pipelines. The specified limit λ50 ≤ 0.027 W/(m·K) is therefore established to enhance energy efficiency, reduce long-term losses, and ensure stable thermophysical performance of the insulation.This requirement is directly related to the subject matter of the procurement and reflects the Customer’s legitimate technical and operational needs.Furthermore, the requirement is not discriminatory, as compliant technical solutions are available on the market, and conformity is verified exclusively through independent test reports issued by accredited laboratories.In view of the above, there are no grounds for amending this technical requirement.Thank you.

New clarification added: To the List of Requirements, electronic order number: RFQ/2026/61157, we have the following comments and suggestions:1. The general qualification requirements, paragraph 1.1, state that "All Goods must be supplied in accordance with the current legislation, regulations and rules of Ukraine, and must also comply with relevant European and international standards."The Technical Requirements for Pipes in paragraph 2.2.1 states that assembled pre-insulated pipes must comply with the standards:- EN 253Equivalent Ukrainian national standards may be:- DSTU EN 253:2016;- DSTU B V.2.5-31:2007.Clause 2.2.9 states that polyurethane foam insulation should be manufactured using a cyclopentane- based blowing agent only , subject to compliance with safety and quality control requirements.We draw your attention to the existing discriminatory conditions and non-compliance with the requirements of national and international standards, in particular DSTU B V.2.5-31:2007, DSTU EN 253:2016, EN 253. These regulatory documents define the requirements for the complex of physical and mechanical characteristics of the finished insulation, but do not regulate the type of agent foaming , leaving the manufacturer the right to choose the optimal technology.The above standards do not separate systems into systems with water-based and cyclopentane-based foaming agents in their technical requirements and, accordingly, do not impose separate technical requirements on them.The supply of pre-insulated products with polyurethane foam with foaming agents, for example, water-based, is not prohibited by current national and international standards.One of the defining indicators of the operational properties of foamedof polyurethanes used as thermal insulation material in pre-insulated pipes is the thermal conductivity coefficient. Its value depends on the nature of the foaming agent , the composition of the system components and the technological conditions of the foaming process .Ukrainian State University of Science and Technology, NNI "UDKhTU", with the participation of Ph.D. , Assoc. Prof. of the Department of Chamber of Commerce and Industry and PM D. Chervakov and Laureate of the State Prize of Ukraine in the field of science and technology , Ph.D. in Engineering Sciences, Professor, Head of the Department of TPZH and KhP UDUNT, NNI "UDKhTU" O. Chervakov , conducted a research work "Analysis and comparison of foaming agents for polyurethane foam insulation of pipes according to the requirements of DSTU B V.2.5-31:2007 and EN 253" (report attached).The test results confirm that the use of chemical foaming fully complies with the regulatory requirements of DSTU B V.2.5-31:2007 and EN 253 and ensures long-term stability during operation. All key indicators - density, strength, cell closure, water absorption, adhesion - are within the regulatory limits and in some cases have a margin relative to the minimum values. In terms of the thermophysical properties of foamed polyurethanes, it was determined that the thermal conductivity coefficient of the investigated insulation is 0.027 W/( m·K ). This value is lower than the regulatory maximum (≤ 0.033 W/( m·K )) according to DSTU B V.2.5-31:2007 and (≤ 0.029 W/( m·K )) according to EN 253, which indicates a high level of thermal insulation properties even in the absence of physical foaming agents .This proves: the decisive factor is not the choice of the type of foaming agent per se, but the production technology and the quality of process control.The Customer's specification of a specific type of foaming agent, which is not regulated by state or international standards, is identical to the situation when the Customer specifies specific brands of materials. It is also a discriminatory condition.We provide you with a list of tender procedures, including those announced by the Customer, where a discriminatory requirement regarding a specifictype of foaming agent :1) UA-2025-11-03-012435-a, Steel pipes pre-insulated with polyurethane foam in a polyethylene protective shell, KP "Kharkivski teplovi mezhi". This tender was announced in 2025.2) UA-2024-08-09-007920-a, Steel pipes pre-insulated with polyurethane foam in a polyethylene protective shell PPU-P, KP "Kharkivski teplovi mezhi". This tender was announced in 2024.3) UA-2024-03-08-003866-a, Steel pipe pre-insulated with foamed polyurethane for heating networks and fittings for them, KPTM " Kryvorizhteplomerezha ". The standards for manufacturing and the coefficient of thermal conductivity are indicated, no mention of the type of foaming agent.4) UA-2025-03-07-005082-a, Pipes pre-insulated with foamed polyurethane with a steel conductor pipe and a polyethylene sheath, JOINT STOCK COMPANY "KRIVORYZKA TEPLOCENTRAL". Cyclopentane was indicated as a foaming agent in this tender. However, one of the participants published a requirement to cancel the discriminatory requirements. This requirement was satisfied by the Customer - JOINT STOCK COMPANY "KRIVORYZKA TEPLOCENTRAL" - the discriminatory conditions were canceled, appropriate changes were made to the documentation.Thus, the use of a polyurethane foam system with only cyclopentane , prescribed for a specific manufacturer, is therefore discriminatory towards other business entities, and this is a violation of the principles of procurement and reduces the range of potential manufacturers and suppliers.Water-based polyurethane foam insulation with zero ozone depletion potential is widely used in production by domestic enterprises and meets the requirements of national and international standards, in particular DSTU B V.2.5-31:2007, DSTU EN 253:2016, EN 253 and does not constitute a ban or deterioration in product characteristics.By the technical requirements of the order RFQ/2026/61157, the Customer excludes the possibility of using water-based polyurethane foam insulation, thereby creating discriminatory conditions and limits the range of potential producers and tender participants.We request that you amend the technical documentation to exclude the requirement to limit the use of a foaming agent based only on cyclopentane.____CLARIFICATION RESPONSE____Dear Bidder, Thank you for you request.Please find below a response to your questions:1) The use of cyclopentane-based technology is driven by technical and operational considerations. Cyclopentane ensures the formation of a stable fine-cell structure with a high percentage of closed cells, which increases the durability of the insulation and its resistance to moisture absorption. The low thermal conductivity of the gas phase contributes to the minimization of heat losses, while the stability of thermophysical properties over time is critical for the long-term and reliable operation of pipelines. Therefore, this requirement is directly related to the subject matter of the procurement and the Customer’s objective needs.At the same time, the markets of Ukraine and Europe are not limited with respect to this technology, as it is applied by multiple manufacturers, which excludes any indications of discrimination.We hereby inform you that the specified requirement is lawful, justified, and not subject to amendment. Furthermore, the legality of a similar requirement has already been reviewed by the appeal body. By Decision of the Antimonopoly Committee of Ukraine No. 17680-r/pk-pz dated 28 November 2025, no violations were found in this part, and it was stated that the arguments presented did not substantiate the need to amend the documentation.In view of the above, there are no grounds for amending this technical requirement.

New clarification added: We kindly request to revisit the issue regarding the type of couplings for joint insulation kits (electrofusion or heat-shrink couplings).Electrofusion couplings require specialized equipment (electrofusion welding apparatus) and qualified personnel. Does the recipient confirm their readiness, skills, and equipment for their installation?Heat-shrink couplings represent a standard and simpler alternative: they do not require specialized equipment and ensure faster installation.We request permission to use heat-shrink couplings (separately or alongside electrofusion ones), provided the recipient is prepared to work with both types.___CLARIFICATION RESPONSE___ Dear Bidder, Thank you for you request.The joint insulation kit must include an electric (electrofusion) welding couplng.Thank you.

New clarification added: We kindly request clarification regarding the Metal end cap ST/NM items specified in Lot 3 (item 3.6), Lot 4 (item 4.6), and Lot 6 (items 6.7 and 6.8).Could you please confirm if these are metal end caps made of steel with subsequent application of anti-corrosion protective coating (paint or equivalent), with a standard length of 625 mm?The "metal end cap" cannot be manufactured from galvanized steel (as used for pipe outer casings per DSTU В.2.5-31:2007 and DSTU EN 489:2016). During welding, the zinc coating burns off, leading to loss of protective properties and contradicting requirements for reliability and durability. According to standard drawings and industry practice, such end caps are made from black steel with anti-corrosion coating.In view of the above, we kindly request permission to use Metal end cap ST/NM items made of steel with subsequent application of anti-corrosion protective coating (paint or equivalent). ____CLARIFICATION RESPONSE____ Dear Bidder,The required length of the end cap is 200 mm. Using the galvanized steel as a material for the end cap produciton is not required. The end cap for ST/NM type pipe must be made of steel with an anti-corrosion coating or stainless steel. Using the non-stainless steel without anti-corrosion coating as a material for the end cap production is not permitted.Clause clauses 2.8.1 for Lot 3, 4 and clause 2.9.1 for Lot 6 will be amended to be red as follows: 2.8.1 (2.9.1)The metal couplings and metal end caps shall be manufactured of steel with an anti-corrosion coating with a minimum thickness of 70 microns or stainless steel. The design and quality of the products must comply with the requirements of DSTU B V.2.5-31:2007 and DSTU EN 489:2016 (EN 489:2009, IDT).Thank you.

Is it possible to offer a length of 625 mm for the ST/NM DN1000/1200 metal end cap?2) Is it possible to offer 3PS steel for the metal end cap? ____CLARIFICATION RESPONSE_____ Dear Bidder,Thank you for your request. 1) For Lot 4 (item 4.6), the length of the end cap is 200 mm.2) The end cap for ST/NM type pipe must be made of steel with an anti-corrosion coating or stainless steel. Using steel without an anti-corrosion coating for the end cap is not permitted. Please refer to the clauses 2.8.1 (Lot 3, Lot 4) (or 2.9.1 (Lot 6)) and 2.2.12 of the technical requirements: 2.8.1 The metal couplings and metal end caps shall be manufactured of the same material as outer casing of ST/NM pipes according to DSTU B V.2.5-31:2007 and DSTU EN 489:2016 (EN 489:2009, IDT) 2.2.12. The outer casing for ST/NM type pipes must be made of galvanized sheet steel with a sealed seam (external or internal) in accordance with DSTU B V.2.5-31:2007 and applicable provision of EN 253:2009. The shell must have a minimum thickness of 1 mm and an anti-corrosion coating with a minimum thickness of 70 microns. Alternative materials that provide equivalent or superior corrosion resistance and strength may be accepted, provided they comply with the relevant norms and standards. Bidders proposing alternative materials must provide detailed technical specifications and test reports issued by an accredited third-party laboratory confirming compliance.Thank you.

Is it possible to offer a 4-wire pulse alarm system, because according to current standards, this alarm system is used for large diameter pipes starting from DN 400? ____CLARIFICATION RESPONSE____Dear Bidder,Thank you for your request. Yes, you can offer a 4-wire pulse alarm system.The clause 2.2.16 will be amended to be red as follows:"2.2.16. Alarm System (SACS) Requirements: All pipes and fittings must be equipped with at least 2-wire impulse-type alarm system (Nordic standard) fully compatible with the End User's existing monitoring network. Signal wires must be copper, with a minimum cross-section of 1.5 mm² (one wire tinned for identification), secured by plastic holders, positioned 15-25 mm from the steel pipe. Each joint insulation kit must include a full set of SACS consumables (crimping sleeves, wire holders, connecting wires) necessary to ensure electrical continuity and reliable operation of the alarm system throughout the entire pipeline".The Schedule of Requirements will be amended accordingly.Thank you.

Please remove requirement 2.2.6 - The surface of the steel pipe (both external and internal) must be thoroughly cleaned and degreased before applying insulation, and an anti-corrosion coating must be applied to the surface by electroplating. The quality of the preparation of the steel pipe for insulation must be confirmed by the manufacturer's certificates - ultrasonic test reports for welded joints.Standards for the production of pre-insulated pipes and fittings prohibit the application of any coating to the surface of the steel pipe before applying polyurethane foam insulation, as this may lead to a disruption of the technological process and a deterioration in the quality of the polyurethane foam's adhesion to the steel pipe.____CLARIFICATION RESPONSE____Dear Bidder,Thank you for your request. The clause 2.2.6 will be amended to be red as follows:"2.2.6 The surface of the steel pipe (both external and internal) must be thoroughly cleaned and degreased before applying insulation.
