Name of Service: National Consultant – Training of Trainers (ToT) Pilots Delivery, Institutionalisation and Capacity-Building Support

Description of the Assignment:  

The National Consultant will work under the supervision of the UNDP Governance Unit Programme Analyst and in close coordination with:

·       The International Consultant (during pre-validation, finalization, and ToT phases);

·       The PSC Training Institute; and

·       National trainers identified through the ToT process.

The National Consultant will be engaged from the pre-validation phase onward, with a limited and targeted role prior to validation, and increasing responsibility during ToT delivery, pilot implementation, and institutionalization phases.

 

Tasks of the National Consultant

Task 1: Pre-validation and pre-ToT localization and contextual review

  • Facilitate online consultations with UNDP, the International Consultant, and the PSC Training Institute to review near-final draft training materials and assess contextual suitability for the Lao judicial system.
  • Provide targeted inputs on localization, language considerations, institutional examples, and training feasibility;
  • Support preparation for the validation workshop, including coordination with the PSC Training Institute, as requested by UNDP;
  • Participate in the validation workshop as a technical support resource, as required.

Task 2: Support to Training of Trainers (ToT) workshop led by International Consultant

  • Participate in structured handover sessions led by the International Consultant, covering the finalized training package, Training of Trainers (ToT) methodology, facilitation guidance, assessment tools, and agreed approaches for delivery of the ToT pilot trainings;
  • Support facilitation of the ToT workshop, including Lao-language clarification and contextual examples, as needed;
  • Observe trainers’ facilitation performance and identify capacity gaps;
  • Support documentation of ToT outcomes, learning needs, and trainer readiness.

Task 3: Coordination and delivery of ToT pilot trainings

  • Coordinate with UNDP and the PSC Training Institute to plan and schedule at least two ToT pilot training courses delivered by national trainers;
  • Provide technical support and mentoring to national trainers during preparation and delivery;
  • Observe pilot training and provide structured feedback on facilitation, content delivery, and participant engagement.

Task 4: Institutionalization and documentation

  • Work with the PSC Training Institute and UNDP project staff to identify pathways for integrating the training package into regular or ad hoc judicial training programmes;
  • Support development of basic facilitation or implementation guidance for future use;
  • Document lessons learned, good practices, and recommendations for future rollout;
  • Submit a final consultancy report.

Period of assignment/services: 20 working days
