New clarification added: Good afternoon.We kindly request clarification regarding the payment terms specified in the procurement documentation.Could you please confirm whether advance payment is possible under this procurement process?Alternatively, is payment required strictly on a deferred (post-delivery) basis?We would appreciate your clarification.Thank you in advance.____CLARIFICATION RESPONSE____Dear Bidder, Thank you for your request.Please note that advance payments are not allowed - please refer to "Advance payment" sub-section of the "Particulars" section in the RFQ.Please note that in the Form C: Price Schedule Form (RFQ_2026_61182_Section_III_Returnable Bidding Forms.docx) the Bidders are required to confirm acceptance of the payment terms: payment within 30 days upon delivery. Also, partial delivery of the Goods (in batches) and partial payment upon delivery are allowed - please refer to the table C: Delivery requirements and Comparative Data Table in the Form F: Technical Bid Form (Section III: Returnable Bidding Forms).Thank you.

New clarification added: Dear Bidders, Please note that the project-related documents such as project procurement plan, letters to the customs etc. may be provided to the successful bidder upon request. The project registration card may also be provided, however the registration card will clearly state that the project is NOT tax/duties exempt. All quotations shall be submitted including VAT and all applicable taxes as well as customs duties, excise duties and any other expenses needed to meet the delivery requirement DDP Place of Delivery, Ukraine (Incoterms 2020). The Bidders which are non-residents and don’t have an official presence in Ukraine shall ensure due partnership with an entity which has an official presence in Ukraine and can provide logistical and customs clearance services for the delivery of the goods, customs clearance of the goods in Ukraine and payment of all required duties and taxes. The Bidder will be responsible for covering the demurrage costs, if any.Thank you.

Customs Duties ExemptionSection I, Article 7 (Duties and Taxes) of the Instructions to Bidders refers to Article II, Section 7 of the Convention on the Privileges and Immunities of the United Nations, which provides exemption from customs restrictions, duties, and similar charges for articles imported for official use of the UN.Please confirm:- Whether UNOPS holds valid customs duty exemption status in Ukraine for this procurement- Whether the imported equipment (dry-type transformers) qualifies for such exemption- The specific procedure and required documentation to effect customs clearance under this exemption2. Value Added Tax (VAT) TreatmentThe Price Schedule Form (Form C) includes fields for "incl. VAT (if applicable)," while Section I, Article 7 states that UNOPS is exempt from all direct taxes.Please clarify:- Whether UNOPS is entitled to VAT exemption in Ukraine for this procurement- Whether the Bidder should submit prices excluding VAT or including VAT- If VAT exemption applies, what supporting documents UNOPS will provide to the Bidder or customs authorities- If VAT exemption does not apply, whether UNOPS will reimburse VAT or if it must be included in the Bidder's price3. Required Documentation and ProceduresPlease specify:- The exact documents UNOPS will issue to facilitate customs clearance and tax exemption (e.g., certificate of exemption, diplomatic note, project authorization letter)- The timeline for obtaining these documents from UNOPS- Whether the Bidder must engage a specific customs broker or follow a prescribed clearance procedure- Any specific INCOTERMS 2020 DDP obligations that may conflict with UNOPS exemption procedures and how such conflicts should be resolved4. There’s no limitation for the Bidders to select customs brokers, transportation companies or any other third-party service required to facilitate delivery of the Goods.4. Risk AllocationThe Bidder bears all direct/indirect costs and risks that arise during the Goods delivery up to the moment of the delivery of the goods and acceptance by UNOPS.Thank you.
