Request for Clarity: We are pleased with the call for partnership posted on 11 February. However, we would need some clarification in regard to the following: Project Location 1: Derin Salaam: Redefining Youth Spaces and Networks for Peace and Security in South Sudan. The project is being implemented in two states and one administrative area, namely: Jonglei State, Western Equatoria State, and Greater Pibor Administrative Area. Project Location 2: The project's primary objective is to support women led peacebuilding initiatives in Western Equatoria and Western Bahr el Ghazal States by addressing the gendered drivers of conflict that continue to undermine stability in both locations. I would appreciate your clarification on the above two different locations: Western Equatoria State and Western Bahr el Ghazal States Jonglei State, Western Equatoria State, and Greater Pibor Administrative Area Response: Derin Salaam: Redefining Youth Spaces and Networks for Peace and Security in South Sudan (Jonglei State, Western Equatoria State, and Greater Pibor Administrative Area). See below Request for Clarity and Responses 1 Consortium Arrangements Does the call allow for consortium or joint partnership applications under a single grant allocation If so are there specific requirements regarding lead partner designation financial management responsibility and documentation for consortium members RESPONSE Applying as consortium is not encouraged under this Call for Proposal CfP So subsequent questions related to partner designation financial management etc do not apply 2 Budget Envelope Flexibility The notice indicates that proposals should fall within an average budget envelope of USD 250000 up to a maximum of USD 300000 Kindly clarify whether applicants are permitted to submit proposals below USD 250000 depending on geographic coverage or scope of activities RESPONSE You could quote below the budget range but given the geographical scope and the activities to be implemented we believe that the current budget range is realistic 3 Annex 4 Form AM710 Implementation Partner Agreement We note the inclusion of Annex 4 Form AM710 Implementation Partner Agreement January 2023 within the solicitation documents Should applicants complete and submit this form together with the proposal at the application stage or will this be finalized only upon selection and award RESPONSE Form AM710 is a contract template and it has the terms and conditions under which you will abide by once you are the selected IP Sharing it with prospective IPs at this stage means that they will need to know the rules and regulations governing this kind of relationship with UNESCO beforehand For now you can fill in the spaces relevant to you and submit it along with your application
