Answer: Unops has deliberately not indicated minimum measurements, but the required minimum wheelbase indicates the sizes of the ambulances. Question: Item 1.5 ALS: What differentiates the Van/Box High Roof to the Van High Roof? You can provide examples of automobiles for reference.Answer: A Van ambulance is based on a standard manufactured high roof cargo van which is converted into an ambulance. The Box type is based on the chassic of a pick-up with a purpose build patient compartment.

New clarification added: QUESTIONS:Dear Sir/MadamA few questions concerning Annex I:1.5, PATIENT COMPARTMENT- In the excel sheet, you mention 'Bench/seat for attendance with storage room underneath' suggesting one or the other by using (/). Please can you advise whether you prefer an attendant bench or a seat for the sake of comparing 'apples with apples' since a bench and a seat are priced differently. Furthermore, if you need storage underneath, then we would proceed with a bench since a seat doesn't offer the option for storage.Please advise whether your preference is to have both an attendant bench and a seat simultaneously? 1.5, DESIREABLE OPTIONS- We recommend 'Intercom system between driver cabin and patient compartment, if not STD' be a standard option for box type conversions, otherwise you risk receiving the ambulance with no means of communication between the driver and patient cabin if this option is not selected on UNWB.Furthermore, for Annex I, pricing needs to be added to column 'N' where there appears to be no header as such. Is this correct? RegardsANSWERS:- As stated in the technical requirements, it must be a seating arrangement with storage arrangement underneath and a bench will perfectly fulfill the requirement. No need for both a bench and a separate seat simultaneously.- The specification does in fact specify either sliding window OR intercom. It seems the text is hidden. Please widen the column to see the entire text in Lot 1, 2 and 3.

New clarification added: QUESTIONS:Q2.Re Section II: Schedule of Requirements, point D, Delivery Requirement and Comparative Data table: Since majority of ambulances are based on base vehicles straight from production plus time for ambulance modification, the requested maximum delivery time of 6 weeks is too optimistic. Kindly allow us to specify the delivery time per category. Q3.None of the ambulance categories currently request EN1789 certification. However, considering the recent geopolitical situation, we believe that EN1789-certified ambulances, combined with an EU CoC, will be of interest to UNOPS clients in regions such as Ukraine and other areas where EN1789 certification is the required standard. We therefore kindly ask for the creation of an additional category that evaluates EN1789-certified ambulances. This would ensure that the added value of EN1789 certification is properly considered in the financial evaluation, despite the higher cost of these ambulances. ANSWERS:A2: Production time has been amended to 20 weeks. A3: Thank you. This ambulance tender does not cover EN1789-certified ambulances. The specifications are streamlined to ensure the tender is accessible to major manufacturers.

As per the tender criteria 3.3: The manufacturer of the Ambulance (excluding the truck/vehicle chassis manufacturer) shall provide valid documentation demonstrating compliance with the following standards for each production site from which the ambulance will be supplied: (a) ISO 9001: Quality Management System Certification (b) ISO 14001: Environmental Management System Certification or an equivalent certification. Where the Bidder is not the manufacturer, both the Bidder and the manufacturer shall hold valid ISO 9001 Quality Management System certificates.A2. The tender will be amended to allow a longer production time, which is more realistic for ambulances conversion. The new production time will be communicated before the end of this week. A3. An answer will be provided in the next couple of days. A4. Only one alternative is possible for each item. So when the main offer is A manual, alternative offer is either A auto, B manual OR B auto.

However, in the likely event that the products evolve, are upgraded, or otherwise improved during the term of the contract, it may not be feasible to maintain the same pricing as that of the previous model. Upgraded or successor models often involve updated components, enhanced performance, or new features, which may directly impact production costs and therefore the final price.In such cases, it would be necessary for UNOPS to review and consider the updated pricing associated with any new or improved model that replaces the current items listed in Annex 3, rather than applying the original price of a superseded product.We therefore kindly request clarification from UNOPS on this point and would appreciate confirmation of UNOPS’ position regarding pricing adjustments for successor or upgraded models.ITB_Section_I_Instructions to Bidders29.
