New clarification added: QUESTIONDear Sir/Madam:We wish to raise a critical concern regarding the compatibility between the mandatory component brands and the mandatory delivery timeline:Supply Chain Constraint: Current market data confirms that the specific Tier-1 European and Japanese sub-components mandated in the technical specifications are currently experiencing a global production backlog of 32-36 weeks. This duration for sub-components alone already exceeds the total 28-week project delivery window.Impact on Project Success: As this is a systematic industry constraint, any manufacturer adhering strictly to these brands will inevitably face a project delay of 4-6 months, regardless of their internal production efficiency.Clarification on Liquidated Damages (LDs): If UNOPS maintains the restriction to these specific brands despite the verified global shortage, will UNOPS provide a formal waiver or exemption for Liquidated Damages (LDs) caused by the lead-time of these mandated components? From a contractual fairness perspective, bidders should not be penalized for delays resulting from specific brand requirements that are mathematically impossible to fulfill within the current tender timeline.Risk Mitigation Proposal: To avoid the aforementioned delays and potential LDs disputes, will UNOPS allow "Internationally Certified Technical Equivalents"? Bidders are allowed to offer alternative offer for OLTC between MR/ Hitachi/ Other equivalent brands Assessment of Alternative Offers:Technical Compliance: Every item must first pass a "Pass/Fail" technical evaluation. Delivery Timelines: If two items are technically compliant, the one that aligns best with the project’s critical path (delivery schedule) may be prioritized. Final Selection: Upon client acceptance, UNOPS will select the item that offers the best balance of technical compliance, cost, and lead time.

However, the bidding document only specifies parameters for the LV neutral bushing (36kV, 600A, 25mm/kV) and does not mention requirements for the HV neutral bushing.We kindly request clarification:Is a HV neutral bushing required?If yes, shall it follow the same parameters as the LV neutral bushing above?Thank you for your clarification.ANSWER Yes, a High-Voltage (HV) neutral bushing is required.Please note there is a typographical error in the bidding document. Based on the specified YNd11 vector group, the HV side (33 kV) is Star-connected with a neutral while the LV side (11 kV) is Delta-connected.Yes, it shall follow the same 36kV, 600A, 25mm/kV.

Cooling Capacity of 45MVA-66kV Transformer The self-cooling capacity specified on page 2 of the data sheet is 40 MVA, while on page 4 it is stated as 30 MVA. Could you kindly clarify which value should be considered as the standard? Answer 12.1. Self Cooling Capacity for 40/45 MVA-66 kV transformer is 40 MVA both in page 2 & 4.________________Question 12.2. Insulation Level of 20MVA-33kV Transformer The high-voltage insulation requirement shown on page 13 of the data sheet appears to differ from standard IEC practices. Would it be acceptable to follow IEC requirements and revise it to U36 LI200 AC70?Answer 12.2. The Insulation levels for 33 kV (Highest Voltage for equipment Um / Rated lighting impulse withstand voltage / Rated short duration induced or separate source AC withstand voltage) are 36/170/70 kV respectively. 145 kV is selected for indoor equipment which are not heavily exposed to lightning. ________________Question 12.3. Connection Group of 20MVA-33kV Transformer Based on the description that the high-voltage side is star-connected and the low-voltage side is delta-connected, should the connection group be specified as YNd11?Answer 12.3. Yes,the vector group of the 15/20 MVA - 33/11 kV transformer is YNd11.________________

New clarification added: Question 11: Our current lead time of such equipment is 18 months. Are you able to confirm if this is feasible? Answer 11: No 18 months is not possible; However we may amend the tender with new delivery timelines of 196 days/ 28 weeks. The amendment shall be posted on UNGM.

Missing tap step count (section 61) for Lot 4Answer 5: The number of steps is 20 steps. The revised tap changer steps as per the requirements of the utility company PNG Power Limited are +12.5% to -12.5% in steps of 1.25 % (20 steps-21 Positions). The same has been updated in the schedule of requirements.______________________
