New clarification added: UNOPS Response to Question#3: Dear Bidder,Thank your clarification requests. The total ordered quantity is 97 centrifugal pumps, which will be manufactured by three different manufacturers as detailed below:Hengyi Road, Qianjiang Development Zone, Linping District, Hangzhou, Zhejiang Province, China – 32 pumps (2 samples to be tested). Warehouse, LEO Factory, No. 1, 3rd Street, East Industry Center, Wenling, Zhejiang Province, China – 28 pumps (2 samples to be tested).Workshop 1, No. 628 Zhenxing South Road, Zhongguan Town, Deqing County, Huzhou City, Zhejiang Province, China – 37 pumps (2 samples to be tested).The scope of services consists of two main components:A. Manufacturer Supervision (During Production of Pumps under Our Purchase Order)The bidder shall assign one dedicated technical expert to each of the above manufacturers to supervise the critical production stages, including material inspections, key assembly processes, and overall compliance with the technical specifications of the ordered pumps. The expert shall also witness and verify the Factory Acceptance Testing (FAT), including confirmation of the calibration status and validity of all testing instruments used by the manufacturer. Upon completion of this stage, a detailed supervision report shall be submitted to UNOPS for each manufacturer, including observations, photographs, date/time logs, and any deviations or quality-related findings.B. Independent Performance Testing of Sampled Pumps (After Completion of Production)Upon completion of production, the bidder shall select two pump samples from each manufacturer in the presence of the UNOPS team. The selected pumps shall undergo comprehensive performance testing—including hydraulic, mechanical, electrical, and material tests—in accordance with the applicable ISO/IEC standards or equivalent Chinese standards, as outlined in the Schedule of Requirements. Following testing, the bidder shall submit a comprehensive test report presenting full results and clear findings for the pumps tested from each manufacturer. Testing may be conducted either at the manufacturer’s premises (if suitable and compliant facilities are available) or at the bidder’s laboratory. In both cases, all transportation and related logistical costs shall be borne by the bidder.With best regardsUNOPS Response to Question#4:Dear Bidder,Thank you for your clarification requests. Please see the clarifications below:1. Minimum Test Samples and Requirements:Two (2) pump samples per manufacturer, since UNOPS contracted three different manufacturers, therefore, the total sample will be 6 to be tested. Testing must follow Section II – Schedule of Requirements (TOR), including hydraulic, mechanical, electrical, and material checks per the referenced ISO/IEC or equivalent Chinese standards.2. Product Drawings and Technical Parameters:Pumps are manufactured per issued Purchase Orders and specifications. Detailed datasheets, drawings, and rated power information will be provided to the successful bidder for supervision and testing. Performance verification will follow the guaranteed parameters in the POs and approved datasheets.3. Number of Models and Inspection QuantitiesThree manufacturers are involved. Sampling is 2 pumps per manufacturer, with full performance testing per Section II. Inspections—dimensions, hydraulic performance (flow/head), pressure, endurance, IP rating, vibration, electrical, and material checks—are conducted on each selected sample. Inspection quantities correspond to the number of selected samples. This tender is limited to bidders operating in Zhejiang Province who have a registered laboratory license from the same province. Bidders not based in Zhejiang Province are still eligible to submit quotations, but must propose an agent/laboratory registered in Zhejiang Province. The bidder shall submit a copy of the valid license. In the case of a joint venture (JV), at least one member of the JV must hold the required license and certificate.We appreciate your understanding.
