Description
This procurement includes services for development of the basic design for improving the heating systems in 12 facilities in Skopje and Kumanovo. Tender is formed into 4 lots:
LOT 1

UNOPS reserves the right to select different contractors for each lot, based on the results of evaluation.
Due to the activities planned for further stages, design services will be performed simultaneously for all 12 properties and delivery dates for all lots will be the same or similar.
* If submitting bids for more than one lot, Bidders should previously estimate if their own resources would allow performing the services for multiple lots in parallel, having in mind that if the same service provider is awarded multiple lots, their contract obligations will encompass delivering all the designs at the similar time.

New clarification added: Dear potential bidders, UNOPS hereby responds to the request from one of potential bidders for a one-week extension of the dedaline for bids submission.Unfortunately, due to extremely tight project time frameworks and upcoming construction season prior to which the project documentation has to be finalised, UNOPS is not in a position to extend the dedaline further at this time, while the period from 9th to 27th of February is estimated to be sufficient for design companies for preparation of quality offers.

New amendment added #2: Dear potential bidders, UNOPS hereby amends the tender as follows:1) LOT 4, Location 1 ("Elementary School Naim Frasheri / Vuk Karadzic")According to the latest Extract from the Real Estate Cadastre for LOT 4, Location 1 ("Elementary School Naim Frasheri / Vuk Karadzic"), the total cumulative area of the buildings within the said location is ~5700 m2, instead of the previously defined ~4600 m2. Bidders should therefore prepare the bids by considering the new, larger cumulative area of the buildings for this location.2) LOT 4, Location 2 (“ZDRAVSTVEN DOM”- KUMANOVO)Addition of the following requirement:Sizing a pipeline connecting the utility building to the central heating system should be envisaged with the design since that building has an existing radiator network as well. The boiler should be sized to cover the heating demands for both buildings. New amendment added #1: Dear potential bidders, UNOPS hereby amends the tender as follows:1) including Minutes of the pre-bid meeting/Site Visits that were held into the Tender Documents section2) specifying in more details the proofs for the criteria related to the core team members. The Tender Documentation section is therefore altered: document "5 Terms of Reference - all lots" is substituted with the new version - "5 Terms of Reference - all lots ver.1" whereby the additions are marked yellow on pages 93-100. The section Checklist of the required documents has been updated accordingly as well.

New clarification added: Dear potential bidders, UNOPS hereby clarifies the criteria element as per the request of one of the interested companies:Question:In relation to the requirement for the Electrical Engineer, which requires at least three completed projects in the capacity of designer-in-chief completed within the last 5 years, we kindly request clarification on whether Decisions on Appointment of the designer-in-chief issued more than 5 years ago may be submitted as proof?Clarification:In relation to the requirement for the Electrical Engineer, the Appointment of the designer-in-chief issued more than 5 years ago would be acceptable provided the project that it relates to was completed within the last 5 years.The same clarification applies to each team member in all lots wherever the same criteria is required.
