This ITB refers to the Supply of Laboratory Equipment (Part C) for the Committee for Sanitary-Epidemiological Welfare and Public Health (SES) of the Republic of Uzbekistan. The requirement consists of 3 items in the following 3 lots:
Lot #1 Nitrogen concentration analyser, fully automated- 89 set;
Lot #2 FTIR spectrometer- 16 set;
Lot #3 Microwave Digestion System- 90 set;

The certificate shall be current and cover the manufacturing facility producing the equipment offered. New clarification added: Q14: According to Section III – Returnable Bidding Forms, Form D: Technical Bid Form, Delivery Requirements – Comparative Data Table, the FCA (Incoterms 2020) schedule for Lot #2: FTIR Spectrometers (16 sets) is specified as preferably within 120 days after receipt of confirmation from UNOPS to start the production process, with delivery to DPU (Incoterms 2020), Tashkent, Uzbekistan within 120 days. Considering that FTIR spectrometers are high-precision analytical instruments requiring careful manufacturing, factory testing, and quality assurance procedures, the indicated FCA (Incoterms 2020) schedule appears insufficient. Clarification is requested on whether the DPU (Incoterms 2020), Tashkent, Uzbekistan schedule can be extended to 220 days or whether delivery in batches within a total period of 220 days would be acceptable.A14: The DPU (Incoterms 2020), Tashkent, Uzbekistan schedule for Lot #2 – FTIR Spectrometers (16 sets) remains 120 days. Considering the substantial quantity of items across all three lots, the indicated FCA (Incoterms 2020) schedule may not be sufficient to ensure proper manufacturing, quality control, and logistics arrangements. Clarification is requested on whether the FCA (Incoterms 2020) schedule can be extended from 90 days to 220 days to ensure full compliance with technical and quality requirements.A13: The FCA (Incoterms 2020) schedule for all three lots remains 90 days. New clarification added: Q12: According to the qualification criteria of the current tender, if the bidder's annual sales turnover is less than the minimum value as quoted against a specific lot, can the bidder still qualify for that lot?A12: According to the qualification criteria of the current tender, the bidder must have an annual sales turnover equal to or greater than the minimum value specified for each lot in any one of the last three years (2022, 2023, or 2024). Turnover for multiple lots is evaluated cumulatively.

A7: No specific mandatory technical characteristics are prescribed. New clarification added: Q6: According to Section III – Returnable Bidding Forms, Form D: Technical Bid Form, Lot #2: FTIR Spectrometer, S/N 13, which states: “Michelson-type Interferometer with 30º incidence angle, equipped with advanced dynamic alignment system, sealed (with humidity indication)”; clarification is requested whether the specified 30º incidence angle is strictly required, or whether a Michelson-type interferometer equipped with an advanced dynamic alignment system and sealed (with humidity indication), without specifying the incidence angle, would be considered acceptable to ensure broader competition while maintaining full analytical performance. A6: The Michelson-type interferometer is the standard and widely adopted configuration in modern FTIR spectrometers. The specific laser incidence angle is a proprietary optical design parameter selected by each manufacturer in accordance with their internal engineering concept. New clarification added: Q5: According to Section III – Returnable Bidding Forms, Form D: Technical Bid Form, Lot #2: FTIR Spectrometer, S/N 12, which states: “Signal-to-noise ratio: not less than 60,000:1 (4 cm⁻¹, 1 min, approx. 2200 cm⁻¹, peak-to-peak)”; clarification is requested whether the mandatory signal-to-noise ratio of 60,000:1 is strictly required, or whether a ratio of 20,000:1, which is fully sufficient for routine applications such as food analysis, environmental testing, and polymer studies, would be considered acceptable to ensure broader competition while maintaining analytical capability. A5: Please be advised that the technical specification remains unchanged. The specified S/N ratio of 60,000:1 is required to ensure reliable detection and quantification of low-level impurities, trace contaminants, degradation products, adulterants, and minor components in complex matrices, as typically encountered in health sector and food control laboratories. This requirement is technically justified, proportionate, and aligned with best analytical practice, and therefore the original specification is maintained.
