New clarification added: Question:The heat pumps with the characteristics specified in the technical specification (BoQ), due to the fact that they use refrigerant R410A, cannot deliver an operating temperature regime of 60/55°C without an additional electric heater, which is not specified and, according to the manufacturer’s technical documentation, is not integrated into the selected model.Therefore, we kindly request a revision of the technical specification to include an additional electric heater, or alternatively, to allow the installation of heat pumps with an operating regime of 55/50°C.Answer: The Technical Specifications do not limits bidders to the use of refrigerant R410A. As specified in the Technical Specifications, selecting a heat pump that utilizes a different type of refrigerant is also allowed.

New amendment added #2: Changing the checklist GAS BOILER Technical Check document is needed only for Lot 1, and the extension of the deadline for offer submission. New deadline for offer submisson is Friday, 27 February 2026.

New clarification added: Question:In vendor submission for LOT2 and LOT3 there is request for Gas boiler technical check list. In the technical specification there isn't gas boiler for these Lots, also in the documents there isn't document for gas boiler technical check list for LOT2 and LOT3.What do we need to submit in these parts when there isn't gas boiler request for LOT2 and LOT3?Answer: If submitting an offer for Lot 2 and/or Lot 3, in this section, please upload the HEAT PUMP Technical Check document.

New clarification added: In the process of offer submission in Checklist of documents to be submitted by vendors GAS BOILER Technical Check document should be submitted only for Lot 1, not for every lot. If submitting an offer for Lot 2 and/or Lot 3, in this section, please upload the HEAT PUMP Technical Check document.

New clarification added: Question:In the BoQ in the Fire Protection section, there is a position "Evacuation Plan Board".Please clarify whether this position requires the preparation of a hazard assessment, a natural disaster protection plan, a fire and explosion protection plan, or does it refer only to the preparation and installation of evacuation plan drawings?Answer:This position refers only to the preparation and installation of evacuation plan drawings.

We have examined and have no reservations regarding the bid documents, including amendments No.: [Insert the number and issuing date of each amendment];Please clarify which amendments should be inserted?Answer:You can insert "including all amendments". Since this is an eTendering process, and each tender amendment, for example the last one, when we have uploaded Site Visit meeting minutes and revised BoQ's, automatically triggers and sends information to all interested bidders that the tender has been amended.

New clarification added: Question:Clarification Regarding the Country of Origin of the Heat PumpIs it mandatory for the heat pump to be manufactured in the European Union (EU), or is equipment manufactured in other countries (for example, Turkey) also acceptable, provided that it fully complies with all technical specifications and requirements defined in the tender documentation?Answer:It is not mandatory for the heat pump to be manufactured within the European Union (EU). Equipment manufactured in other countries is acceptable, provided that it fully complies with all technical specifications and requirements defined in the tender documentation.

Changes have been made and marked in red letters and the revised BoQ's for LOT 1.1 Elementary School _GOCE DELCEV, LOT 2 - Elementary School “Stiv Naumov” - Bitola and LOT 3- Elementary School “A.S. Kikis” - Tetovo have been uploaded and must be used for the offer submission.

New clarification added: Question:In Section II: Evaluation method and criteriain item No 1 Formal and eligibility criteria state that the bidder should issue a Letter of Intent for issuance of Bank Guarantee for Performance, authorised by the respective Bank. Is there a form for this letter of Intent? Should we issue separate letters for every lot?Should we issue Performance security in the submission phase?Answer: Performance security in the submission phase does not have to be submitted. The bidder should provide a letter of intent in free form, signed by the respective bank, confirming that in case the bidder is selected, a performance guarantee will be issued in the amount of 10% of the total contract amount for the period that covers the full contract implementation period plus additional 30 days. Guaranteed Sum may reduce to 5% of the Contract amount upon the issue of the Taking-Over Certificate for the whole of the Works ( in accordance with the template in Schedule 5: FORMS, article 5.2 Form for Performance Security).The bidder may provide a separate letter of intent for each lot, or one letter of intent stating that it covers one or more lots and specifying exactly which lots it applies to.
