New clarification added: Q19: With reference to Q70 in the document titled "2.1.3 RFP_2026_61311_Technical_clarifications_Part-2_02MAR26", published on 02 March 2026, it is stated that the Pediatric Ward and Playroom, as well as the Maternity Discharge Room, have been detailed in the Interior Section. However, we are unable to locate the referenced Interior Section. Please clarify. [A19]: Detailed information concerning the Pediatric Ward and Playroom, as well as the Maternity Discharge Room, will be incorporated in the document titled "2.1 RFP_2026_61311_Annex 1_Detailed Design_REV2_04MAR26" that shall be published on or before 04 March 2026.

New clarification added: Q17: Given that this tender is classified as a major contract requiring extensive and detailed qualification documentation, additional time is needed to ensure full compliance with the technical and administrative requirements. New clarification added: Q16: The solicitation documents indicate a construction period of 22 months for both the 600-bed hospital and the 300-bed hospital. Given the difference in scale and capacity between the two facilities, could the Time for Completion for the 600-bed hospital be extended beyond 22 months? A16: The Time for Completion as stated in the RFP remains unchanged. Following internal review, UNOPS confirms that the stipulated construction period has been established on the basis of the approved project schedule, sequencing strategy, and underlying planning assumptions. Accordingly, no extension of the construction duration will be granted. Bidders are required to develop their technical approach, construction methodology, sequencing, and resource allocation in full compliance with the stipulated Time for Completion set out in the solicitation documents.

New clarification added: Q15: Due to inconsistencies identified between the Technical Specifications, Drawings, and the Bill of Quantities (BOQ), we have submitted multiple clarification requests. As these discrepancies materially affect the preparation of our proposal, we are currently unable to proceed. We kindly request that the identified inconsistencies be formally resolved and that an appropriate extension of the submission deadline be granted to allow sufficient time for review and incorporation of the revised information into our offer. A15: Please refer to the Summary of Technical Clarifications (Part I) published on 27 February 2026, which addresses the majority of the technical queries received to date. As stated therein, the revised Design and BOQ packages incorporating the necessary amendments will be published on or before 04 March 2026. With regard to the requested extension of the submission deadline, while the concerns raised are acknowledged, any decision to extend the tender period requires coordination and agreement among multiple project stakeholders. At this stage, bidders are advised to proceed on the assumption that the current submission deadline will remain unchanged and to continue preparing their proposals accordingly, pending any formal notification to the contrary.

New clarification added: Q13: For excavation works, are the bucket capacities, brand names specified in the BOQ and technical specifications mandatory for the execution of the Contract in the event of award, or may alternative equipment capacities be proposed?A13: The list is indicative only and shall be used for proposal evaluation purposes. The offeror remains fully responsible for providing any additional plant and equipment required to complete the Works in accordance with the Contract, method statement, approved programme, quality, safety, and environmental requirements.

New clarification added: Q12: If an offeror (a stand-alone legally incorporated entity or the leading partner of Joint Venture / Consortium / Association of two or more legally incorporated entities) would like to submit for both RFP/2026/61311 and RFP/2026/61361, can the same Key Personnel in both tenders would be acceptable as proposal stage? A12: Please refer to RFP Particulars, the evaluation method details, item V which explains evaluation at the situations whereby RFPs are evaluated concurrently. If an Offeror had submitted proposals for previously launched RFPs and in order to meet the combined qualification requirements for a combination of RFPs, the Offeror is encouraged to propose, in addition to its main proposed team and equipment, alternative teams of key personnel and additional quantities of key equipment for each subsequent RFP.

New clarification added: Q10: For advance payment you're giving 10%, but retention rate is 20%. What's the cause of this part?A10: The 20% indicated is not a retention rate. It is the recovery rate of the advance payment. Upon submission of each Interim Payment Certificate (IPC), 20% deduction from IPC amount will be applied solely for the purpose of recovering the advance payment until advance payment has been fully recovered

New clarification added: Q9: Is it allowed to add some items to the BOQ that are indicated in the drawings and/or technical specifications, but not included in the BOQ? A9: Clause 1.5 (Priority of Documents) applies for contract interpretation after award and does not alter the proposal submission requirements. No modifications are allowed to the released documents unless the relevant Revisions to BOQ or any other solicitation documents are published officially.

New clarification added: Q8: Please advise if the required confirmation letter from insurance company shall be issued in the name of Lead partner? A8: As it was clarified several times during pre-bid meetings and through UNGM clarifications, the proposal including all returnable schedules shall be submitted in the name of Lead Partner if the Offeror is a JV.

New clarification added: Q5: We seek clarification regarding the Joint Venture eligibility requirements. We intend to submit a Joint Venture between a foreign company (which meets the turnover and similar experience requirements) and our Uzbekistan-registered company (which holds the required license and CC rating and is capable of handling all local regulatory matters). However, the RFP requires the JV Lead Partner not only to be duly registered, licensed, and rated in the Republic of Uzbekistan, but also to meet at least 30% of the minimum turnover requirement. Since the foreign partner satisfies the turnover threshold but is not locally registered or rated, this creates a constraint for our proposed JV structure. We kindly request confirmation whether, in the case of a Joint Venture, it would be acceptable for the locally registered partner (without acting as JV Lead) to satisfy the Uzbek licensing and rating requirements and assume responsibility for permitting and regulatory matters, while both JV members remain jointly and severally liable to UNOPS under the contract.A5: UNOPS confirms that the eligibility and qualification requirements are cumulative and apply specifically to the JV Lead Partner. Accordingly, the Lead Partner must: (i) Be duly registered/licensed in the Republic of Uzbekistan; (ii) Hold the required CC (or above) construction rating; and (iii) Meet at least 30% of the minimum turnover requirement. These requirements are risk-based and intentional. The Lead Partner assumes primary contractual responsibility, including post-construction and latent defect obligations. It is therefore essential that this entity be both locally compliant and financially sound to ensure enforceability and effective risk mitigation. It is not sufficient that another JV member meet the licensing/rating requirement in place of the Lead Partner. No amendment to the RFP is envisaged.

New clarification added: Q2: Witth reference to qualification criteria 5 (Prior Experience), please clarify what "a similar contract" means? A2: “Similar experience” means successfully completed construction contracts that are comparable to the subject tender in nature, complexity, scale, technical requirements, and operating environment. It is preferred that this experience is from a country that has a comparable operating environment, i.e. similar climatic conditions and legislative requirements - the projects involving construction of hospitals / laboratories / public buildings / multi-storey facilities / infrastructure
