New clarification added: Q37: Please clarify the following scope inconsistencies between the Design and BOQ: (i) Navigation signs and nameplates are not reflected in the documents; please confirm whether they are out of scope. (ii) BOQ items 1154 and 1506 require pricing of room shielding calculations for radioactive equipment, while the Contractor has no design responsibility; please clarify the exact calculation scope expected. (iii) The document UNOPS_Karshi_ландшафт shows a three-storey parking building, but no related BOQ items are provided; please confirm whether it is out of scope. (iv) Interior renders also indicate wash basin countertops not included in the BOQ; please confirm whether any missing countertops are out of scope or deemed included elsewhere. These clarifications are requested to ensure accurate pricing. [A37]: Please note the following: (i) Navigation signs and nameplates are not included in the scope. (ii) For BOQ items 1154 and 1506, shielding calculations were prepared at design stage based on specific supplier data; during construction, the Contractor shall arrange a verification calculation through a licensed organization based on the selected equipment and submit it to the Designer for review, with any required design adjustments to be made accordingly. New clarification added: Q36: During coordination between the Architectural Drawings and the Lifting Specification (Ref: 316003-56518-EN-SPC-00002 Rev A), discrepancies have been identified regarding the following parameters: “Elevator shaft height (approx. 30m per architectural section vs. 44 m per specification); number of stops (varying between 9 and 12 in different specification sections); rated speed (up to 4 m/s indicated in the specification, which appears inconsistent with a 6-storey hospital building configuration). As these parameters directly affect guide rail and rope lengths, motor power selection, structural loads, and overall pricing, written confirmation is requested regarding: (i) Final shaft height; (ii) Confirmed number of stops per elevator; (iii) Required rated speed; (iv) Applicable elevator type reference. [A36]: Regarding the request for Section VT (Vertical Transport), please be informed that for the 600-bed hospital project, all required technical specifications, layouts, system parameters, and quantities for the elevator systems are incorporated within: (i) Section AR (Architectural Solutions); (ii) the Bill of Quantities (BOQ); and (iii) the Vertical Transport specification included in the Detailed Design documentation. These documents contain sufficient information for the preparation of a compliant technical and commercial proposal. New clarification added: Q35: In the BOQ for the Medical Call System and server, a specific brand is nominated. However, the nominated vendor is unable to provide pricing. May bidders propose an equivalent brand, or must the nominated supplier provide prices to bidders? A35: Bidders may propose “equivalent” products, provided they submit complete technical data sheets and supporting documentation demonstrating that the proposed products meet or exceed the requirements of the Technical Specifications and other Contract Documents. Please refer to BOQ Preambles, row 27. Submission of an “equivalent” product at bidding stage does not constitute final technical approval. All proposed materials, equipment, and systems remain subject to detailed technical review and formal approval through the submittal process, in full compliance with the Contract requirements.

New clarification added: Q31: The BOQ includes backfilling, compaction, and watering items (Soil Group 1), but no separate material supply item is identified. The Technical Specifications refer to second group soils (per GOST 25100-2020) and allow use of excavated soil if compliant. Please clarify whether backfilling shall be carried out using on-site excavated soil, or whether external soil procurement is required. If procurement is required, under which BOQ item shall it be included? A31: Group 2 soils will not be used in the project. Please refer to the drawings and BoQ. The revised requirements regarding backfilling material and its scope of supply is incorporated in “2.1 RFP_2026_61361_Annex 3_Technical Specifications_REV1_02MARCH26, that shall be published on or before 4th March 2026.

New clarification added: Q30: Given that this tender is classified as a major contract requiring extensive and detailed qualification documentation, additional time is needed to ensure full compliance with the technical and administrative requirements. We therefore kindly request a one-week extension of the bid submission deadline to allow for proper finalization of our proposal. A30: With regard to the requested extension of the submission deadline, while the concerns raised are acknowledged, any decision to extend the tender period requires coordination and agreement among multiple project stakeholders. At this stage, bidders are advised to proceed on the assumption that the current submission deadline will remain unchanged and to continue preparing their proposals accordingly, pending any formal notification to the contrary.

New clarification added: Q29: With reference to statement “Wood fibre boards (CBPB) are used to reinforce the screed. The boards are cut into strips 300-500 mm wide according to the markings according to KMK 3.04.02-97" as noted in the technical specifications for “INSTALLATION OF 20 MM THICK CEMENT SCREEDS” though the mentioned materis is not mentioned in BOQ. Please clarify whether such reinforcement material within screed should be applied?A29: The use of this material is not applicable for this type of work, please refer to BoQ.

New clarification added: Q17: A clarification was raised regarding the defined project duration of 22 months for both the Karshi and Beshkent hospitals, notwithstanding that Beshkent is a 300-bed facility while Karshi is a 600-bed facility. Accordingly, a request has been submitted seeking an extension of the construction duration for the Karshi project. A17: The Time for Completion as stated in the RFP remains unchanged. Following review, UNOPS confirms that the defined construction duration has been established based on the approved project schedule and planning assumptions.Accordingly, no extension of the construction period will be granted. Bidders are expected to develop their technical approach, methodology, sequencing, and resource allocation in full compliance with the stipulated Time for Completion.

A13: Please refer to RFP Particulars, the evaluation method details, item V which explains evaluation at the situations whereby RFPs are evaluated concurrently. If an Offeror had submitted proposals for previously launched RFPs and in order to meet the combined qualification requirements for a combination of RFPs, the Offeror is encouraged to propose, in addition to its main proposed team and equipment, alternative teams of key personnel and additional quantities of key equipment for each subsequent RFP.

Please confirm if Schedule 0.4 [Capacity and Experience], Schedule 0.10 [Dispute Details] and Schedule 0.12 [Self-disclosure] shall be submitted from the Lead partner, but not by all member of the JV? A6: It is confirmed that all returnable schedules shall be submitted in the name of the JV's Lead Partner. A5: Regarding the request for Section VT (Vertical Transport), please be informed that for the 600-bed hospital project, all necessary technical specifications, layouts, and quantities for the elevator systems are integrated into Section AR (Architectural Solutions) and the Bill of Quantities (BOQ). These documents contain sufficient information for the preparation of a compliant commercial proposal. Please base your proposal on the requirements specified in the AR and BOQ sections. Any subsequent coordination with the successful bidder will pertain solely to the finalization of installation layouts and shop drawings within the scope defined by these documents.

New clarification added: Q2: Is it possible to reschedule the site visit for Beshkent site (under RFP/2026/61311) as it concides with the 2nd round of pre-proposal meeting under Karshi site (under RFP/2026/61361) since bidders will plan participate in both events?A2: Request for rescheduling both events cannot be accommodated as published earlier. The time / date of all events (pre-proposal meetings, site visits) under both tenders were carefully thought out. Site visits are scheduled for the first half of the day, while the 2nd round of pre-proposal meeting is scheduled for the 2nd half day that can be joing online.
