Quantities are undefined. UNOPS will not be committed to purchase any minimum quantity, and purchases will be made only if and when there is an actual requirement.

Bidders must ensure that Annex I – Technical Specifications is submitted in both Excel and PDF formats, containing only the relevant data for each of the items being bid upon. New clarification added: Question: We finalised our answer and we are now ready to submit.If we submit today, and in coming days you issued another amendment, what will happen to our offer ? Will that be possible to make the modification according to the potential issued amendment?Answer: Yes, the system allows modifications until the ITB deadline. Question: As indicated in Form C, the currency must be USD or EUR.Our question is whether we can use both currencies based on the proposed articles (ie. we can have some products offered in EUR and others in USD), or whether the entire offer must be in one of the two currencies? Answer: It is allowed to use both currencies for different items, but only one currency per item. However, UNOPS strongly recommends using one single currency (EUR/USD) for all the items bidders are bidding for. Question: As we understand the Global Service Network criteria effectively excludes local agencies. Since agencies are merely nodes within a manufacturer's infrastructure, we seek clarification: Is this tender restricted to Manufacturers only?Answer: The tender is not restricted to manufacturers only. Distributors bidding for this tender must be authorized by the Manufacturers of the items they are bidding for, as required in the qualifications criteria. Question: Is there a requirement for what color the equipment needs to be? Does it have to be white or can the standard color be acceptable?Answer: The items must comply with the minimum requirements staed in Annex I - Technical Specifications. Question: At present, there is another UN LTA for supply of similar Construction and AG machinery:UNDP-PSU-01667 for Supply of Agricultural Tractors and Construction Machineries.Many of the items requested are identical or similar.Please clarify why is UN running 2 separate LTAs for almost the same goods ?Answer: UNDP and UNOPS are currently different UN Organizations with different mandates, business needs and requirements, therefore this type of situations may occurr.

New clarification added: Question: where will FCA delivery country will be? If it is more than one are we supposed to assume the price for any country?Answer: Bidder must offer their FCA price (indicating country and sea port where handover to UNOPS´s freight forwarders would take place) for each of the items bidders are bidding for. As per tender particulars, this ITB covers the provision of an undefined quantity of Agricultural Equipment and Construction Equipment for use in multiple destinations as further described in Section II: Schedule of Requirements. The purpose of this ITB is the establishment of Global LTAs. To ensure good global coverage in developing countries, bidders shall demonstrate having a distributor network with an authorised presence and full warranty and after sale service at least in 10 countries of Africa region, and in ONE more of the following regions:- Asia: minimum 5 countries- Central, Caribbean and South America: minimum 5 countries- Middle East: minimum 4 countriesQuestion: We intend to participate in this tender; however, our business & service network is currently limited to the local market in Yemen. Is a bid restricted to Yemen acceptable, or is it mandatory to meet the global distribution requirements?Answer: Unfortunately not. New clarification added: Question: Are the “Desirable Options” listed in Annex I treated as UNOPS minimum requirements that must be fully met, where any deviation from a Desirable Option would result in technical non‑compliance, i.e., bid non-compliant? Answer: No, not meeting the requirements of the "desirable options" will not result in bid non-compliant for any given item. Desirable options are options to be added to the main item. Desirable options will be subject to evaluation and reasonableness of cost assessment, but do not constitute mandatory minimum requirements to comply with each item nor part of the financial evaluation. As described in the evaluation criteria, in order to meet the requirements o each item, bidders must comply with the minimum technical requirements detailed in Annex I, plus the mandatory options. Question: We are seeking clarification on if an entity can propose multiple brands in their submission from diferent manufacturers. For example, can an entity submit a proposal with products from 2 different Manufacturers with Manufacturer's Authorization Forms from both within one overall bid in order to pursue as many categories/lots as possible?Answer: As per ITB Particulars, only one offer per item is allowed. Alternate offers per item are not accepted. Bidders may bid for any item, and offer different brands for each item, but only one offer per item.

New clarification added: Question: Annex 1 states that "Bidders shall submit a list of distributors with names and contact details".As a point of contact we would like to provide the contact details of a single designated responsible person for all countries.This individual would ensure that clients are directed to the appropriate local service or authorized dealer, as well as the correct point of contact. Would this be acceptable to UNOPS? Answer: This is not acceptable. While bidders (in the event of award) can designate a focal point from an LTA administration perspective and channel requests through it, in order to meet the ITB after sales & warranty requirements it is necessary to demonstrate having a network with authorised presence in the required minimum number of countries and regions. Please submit a list of distributors/partners/authorized dealers with names and contact details. Digging depth stipulates a minimum value of 100 mm. Based on our review of industry standards and publicly available technical data for backhoe loaders from leading international manufacturers (such as Caterpillar (CAT) or XCMG), we have identified that the typical digging depth for the loader bucket is consistently in the range of 70–80 mm. The current requirement of 100 mm significantly exceeds the industry norm. Given that leading global manufacturers design their equipment to this established standard, we respectfully suggest that the specification be revised to a minimum of 70 mm to better reflect actual industry practice and ensure a broader range of compliant equipment.Answer: Please be informed that F. Digging depth, mm, min. 70 is accepted for items 13, 14, 15, 16. Amended Annex I - Technical Specifications_Rev1 will be shared to clarify this requirement.

New clarification added: Question: You are asking for prices FCA nearest sea port.It's problematic to establish FCA seaport price for small, low cost items, without knowing ordered quantity.For example items #11, 12 (trailers). Or #1,2 (45 hp tractor).As example: Lets say the trailer is 3,000$ ex factory, and there are 12 units that can fit in a 40' container. Container shipping cost factory to seaport is 1200$If UN orders 1 trailer, trailer cost FCA sea port will be 3000+1200 = 4200$If UN orders 12 trailers, trailer cost FCA sea port will be 3000+120 = 3120$Therefore, please advise how do you recommend to calculate FCA sea port costs for smaller items, without knowing the ordered quantities ?Answer: Please provide FCA unit prices based on tiered quantities in Annex II (e.g., 1–5 units, 5-10 units, or above 10). As mentioned in the tender documents, final evaluation price will be: Price for Evaluation = Average of Price (A (Qty 1-5) + Price B (6-10) + Price C (>10))/3 + Mandatory Optional Equipment: ( Price E+ Price F)Question: Hello, Tender documents state that:"Bidder should be in continuous business of manufacturing / supplying the products specified in Section II: Schedule of Requirements during at least the last three (3) years prior to bid opening. Bidder must provide Copies of at least 3 Purchase Orders/ Contracts awarded and completed/executed, in addition to Complete Form F – Previous Experience.".Question:Shall 3 Purchase Orders be submitted per a category, per each item or for the whole bid?Can these Purchase Orders be older than the last 3 years?Answer: This qualification criteria applies to the entire bid. The bidder must demonstrate continuous experience in supplying equipment similar to the items being bid upon for at least the three years prior to the bid opening. While bidders are welcome to provide evidence of experience predating this three-year period, they must first demonstrate uninterrupted experience during the last three years

New clarification added: Question:Regarding the requirement of ‘Scarifying depth, mm, min. 400’for Motor wheel grader, we respectfully seek clarification.Based on industry standards, the typical maximum scarifying depth for Motor wheel grader's scarifiers is 280-300 mm (as per Caterpillar, Volvo, and XCMG specifications). The 300 or 400 mm requirement appears to align more closely with rear-mounted ripper depth.Kindly confirm whether this parameter refers to the rear ripper or if there is an typo here. If it is should be 280 mm, please kindly confirm back or revise Annex I Technical Specifications.Answer: This refers to the scarifier. The scarifier is for shaving the surface, while the ripper is for breaking hard ground. Hence as pointed out there is a typo in the specifications for items 31,32,33 and 34. Please be advised that: For items 31 and 32 Motor wheel grader min. 120 HP, the scarifying depth should rightly be minimum 100 mm. 2) For items 33 and 34 Motor wheel grader min. 200 HP, the scarifying depth should rightly be minimum 200 mm.Question: Thank you for extending the bid submission deadline to March 9. However, the timeline remains extremely tight for us to finalize all necessary preparations.We sincerely request a further extension of two additional weeks, or even one week if possible, to ensure the completeness and accuracy of our submission.Answer: Unfortunately no further ITB deadline extensions will be allowed. New clarification added: Question:There is one question for Excavators: Please kindy note that the all Excavators you required now are two-boom system (main boom + extension boom) which should be used in engineering projects that require extremely high precision. As per our experience with UN, we assume that the general Excavators with Single adjustable boom should be enough. Could you please kindly check and confirm whether Single adjustable boom should be required or not? If yes, please kindly revise Annex I - Technical Specifications.Answer: Please be advised that both mono-boom and two-boom configurations are accepted.Question: What is the final country of destination?Answer: The outcome of this ITB is the establishment of Global Long Term Agreements. The final country of destination will be knonw at the moment of call-off-order stage. Bidders are required to comply with the after sales services required in the minimum number of countries mentioned in Annex I - Technical specifications.

Due to the long new year holiday, we sincerely wish you could accept to extend the submission deadline for additional Two weeks until 13 Mar 2026.Answer: Should the bid closing be extended, it will be communicated accordingly within the upcoming days. Question:Please clarify if it is accepted if our offers were valid only if the final destination of the items at the time of ordering was West bank or Gaza only considering that we cover these regions with warranty and after sales services.Answer: Unfortunately not. Do you mean this one, ITB_Section_III_Returnable Bidding Forms ?Form D: Technical Bid Form : Which doucument we have to supply ?Form E: Manufacturer’s Authorisation Form : Which doucument we have to supply if we are the OEM ?Form F: Performance Statement Form with previous experience Purchase Orders information as per ITB qualification Criteria : Which doucument we have to supply ? ISO 9001:Quality Management System Certification of the manufacturer and Environmental Management System of the manufacturer : Should we supply the ISO 9001 of each production facility, where each category of machines are produced ? In case we do not have the ISO 9001, will this be a disqualifying factor ?Supporting document for Policy or internal guidelines or commitment letter to ensure women’s empowerment throughout bidder's operations : What documents we have to supply ? Could it be a Statement made by us and signed by our manager? We also have a question about :1. Should we complete ITB_Section_II Schedule of Requirements ? and if yes where should we upload it ?2. Annex IV_ Sample Long Term Agreement : should we complete and submit this document during this phase ? or we will complete it only if we are selected to be your supplier?Answer: Form B: Yes, Form B is part of ITB Section III Returnable bidding forms, and must be submitted duly filled out, signed and stamped. -Form D: Please fill out the form and send it back duly signed and stamped. -Form E: Should you be the OEM, please simply state in the form that you are the Original Equipment manufacturer. Please fill it and send it back signed and stamped.-Form F: Please fill out Form F, duly signed and stamped. Please include supporting documents to verify your previous experience, this can be POs or or contract pages proving that the referred contracts were awarded. You must demonstrate previous experience during at least the last three years prior to bid opening, as per the established ITB Criteria. -ISO 9001: The manufacturer must submit valid ISO9001 as manufacturing company of the items submited in your bid. -Approach to equal opportunity: Bidder must submit its approach and commitment to ensure equal opporunity, diversity and inclusion. Bidder may have policies or internal guidelines signed by the appropiate delegated authority. -ITB Section II schedule of requirements must be submitted together with Annex I - Technical specifications.Annex I must be filled out in detail to demonstrate how the items comply with each specified criterion.-Sample Long Term Agreement: This is provided for reference and acceptance only, and outlines the terms you will be expected to accept should you be awarded an LTA for any quoted items

New clarification added: Question: Please identify which items included in this tender are designated to West Bank or Gaza.Answer:Please note that the outcome of this tender is to establish Long Term Agreements, as mentioned in the scope of bid. UNOPS is requesting global suppliers to submit their technical bids for any item, combination of items or all items. As per Annex II Financial bid form, UNOPS is rquesting FCA prices, therfore in the event of a Purchase Order, the supplier will receive details about the Consignee and end destination. This can be West bank or any other Country in the world where the supplier is capable to provide the warranty and after sales requirements. UNOPS will not be committed to purchase any minimum quantity of the Goods and Related Services, and purchases will be made only if and when there is an actual requirement.Question: 1) What are the minimum quantities gauranteed to be ordered per year? 2) This LTA contract will be valid and active for how many years? 3) If authorised presence and full warranty and after sale service is mandatory. To cover as many countries as possible, bidders are encouraged to bid for both lots with Tier 0-3 or Stage 0-III and Tier min 4 or Stage min IV - and state the actual emission level for the offered machine. Question: Please be advised that we are a specialized supplier in Engineering Equipment such as Buldozers, Excavators, Wheel Loaders,...,etc, based in UAE, and we do have the interest in participating in this tender, where we have an agreement with Chinses Manufacture cover most of the required items. therefore please advise what is the main requirement for us in order to partcipate in this tender.Answer: Your company can submit a bid for any item, combination of items or all the items. Evaluation will be done per item. Please read the Evaluation method details, which clarifies how the evaluation will be conducted and the structure of the tender. Your company also must qualify as per the referred elegibility, formal and qualification criteria.
