The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit quotations for the Procurement of Geospatial software licenses in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission set out in the Section II: Schedule of Requirements

New clarification added: Kindly confirm whether UNOPS has a preferred GIS software brand for this procurement, or if bidders may propose any software provided it fully meets the minimum technical requirements.Please confirm whether the quotation should be submitted exclusive of VAT and withholding tax (WHT).Will UNOPS accept a solution where these capabilities are delivered through an integrated add-on within the same software suite (activated under the same license and installed as one environment), or must all capabilities be available as standard features in the base installation without add-ons?The schedule indicates electronic delivery within 3–5 working days after Purchase Order. In the event of circumstances outside the supplier’s control (e.g., international payment processing/bank transfer delays) that lead to a delay in the delivery of the software, what are the applicable modalities?Answers:1. UNOPS does not endorse or specify a preferred software brand for this procurement. Bidders are invited to propose any GIS software solution, provided that the offered software fully meets or exceeds the minimum technical requirements and functional specifications outlined in the RFQ.Please note that the proposed software must be capable of seamless data interoperability and must support standard industry geospatial formats (e.g., .shp, .gdb, .tif, .kml, etc.) as defined in the Schedule of Requirements2. Submissions should be exclusive of VAT and WHT as UNOPS is Tax exempt. 3. UNOPS accepts solutions where specific capabilities are delivered through integrated add-ons, provided the following conditions are met:Seamless Integration: The add-ons must function within the same primary software environment/interface.Licensing: All required capabilities (base + add-ons) must be covered under the single license proposed.Installation: The solution should ideally be installed and maintained as a unified package.The critical requirement is that the final installed solution provides full functionality to the end-user without requiring separate procurement or disjointed workflows.4. In the event of verifiable delays outside the supplier’s control, the supplier must immediately notify UNOPS in writing, providing supporting evidence (e.g., banking correspondence or official notices). UNOPS will review such instances on a case-by-case basis. If the delay is deemed justifiable and unavoidable, a formal extension to the delivery schedule may be granted without penalty.

New clarification added: Dear Sir/Madam,We would like to know if it is crucial to have a single interface for the requested software, as the required fuctions within the scope of this tender need more than one software, which, if acceptable, we will be presenting covering all the requirements with 2 applications; each one in the number of 5 licenses. therefore, we appreciate your prompt reply regarding this clarification in order to proceed with our submission.Thanks,Answer:Thank you for your query.Regarding the request to propose two separate applications to meet the scope of requirements:The request is not accepted. The requirement for a "single integrated application" (Section 3.1) is a mandatory technical specification for this project.The Engineering Unit requires a unified workflow where photogrammetric processing, LiDAR classification, and hydrological analysis can be performed iteratively within the same environment. Relying on multiple software packages introduces data conversion risks, workflow inefficiencies, and additional training overhead that are not compatible with the project's operational needs.Bidders are requested to adhere strictly to the technical specifications as outlined in the ToR.
