Dear Bidder, The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization seeks a qualified consultant to conduct a comprehensive baseline survey for the EU-funded project “Strengthening inter-regional cooperation for safe, regular and orderly labour migration in Ethiopia.” The assignment involves designing and implementing a mixed-methods baseline assessment across federal and regional institutions, diplomatic missions, migrant workers, returnees, private recruitment agencies, and social partners. The consultant will produce an inception report, undertake fieldwork, analyse data, validate findings through a stakeholder workshop, and submit a final baseline report and summary brief. The baseline assessment will establish benchmark values for all output and outcome indicators; assess institutional capacities and coordination mechanisms; define labour migration context, trends and dynamics in Ethiopia; evaluate migration data systems; explore skills development mechanisms; analyse protection and fair recruitment structures; and make recommendations for refining the project's M&E framework. The assignment will be conducted between 1 January and 28 February 2026. Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
