Please find the below responses:Question 1: Is the submission only electronic via the eSourcing/UNGM platform, or is there a requirement to also deliver physical, hard-copy "envelopes" to a UNOPS office address?Clarification: The submission is only electronic via the eSourcing and no need to deliver physical, hard-copy "envelopes" to a UNOPS office address.Question 2: If the submission is electronic, does the requirement for "indelible ink" signature imply that we must provide a high-quality scan of a hand-signed document?Clarification: Please provide the high-quality scan of a signed documents. Request: We would like to kindly request a short extension of the submission deadline. This would allow us to mitigate the hinderances caused by the holidays and associated difficulties in reaching the professionals of this multi-national team. New clarification added: Dear Bidder,Please find the below clarification to your question:Question: In the RFP indicative allocation of person-days and mission-days per expert are mentioned separately. Could you clarify if mission days are separate from the person-days or are the mission days included in the person days? so if (indicative) total person-days are 617 and total mission days are 276, would total working days of experts be 893 days?Clarification: In this RFP, mission-days are included within the total person-days. They are not additional. The mission-days indicate the portion of the total expert input that is expected to be carried out on site.Therefore, if the indicative allocation foresees 617 person-days in total and 276 mission-days, this means that 276 of the 617 person-days are expected to be performed in the field, while the remaining days may be completed.Best regardsUNOPS Procurement Team

New clarification added: Dear Bidder,Please find the below clarifications to the questions:Question 1: Is it possible, in principle, to amend the General Conditions of Contract? We have some amendments proposed by our risk management colleagues.Clarification 1: No, It is not possibleQuestion 2: What does "advanced degree" mean in the requirements for experts?Clarification 2: It means that the expert should have at least a master's degree in the requested field.Question 3: The requirements for all other experts allow for a degree in a related field. Is it possible to provide a degree from a relevant field for legal experts as well?Clarification 3: No, for legal experts a degree specifically in law is required. A degree from a related or relevant field is not acceptable. Question 4: There appears to be an overlap between the requirements for legal experts’ education in Section IV: Schedule of Requirements and Section III: Evaluation Criteria. Which section should we follow?Clarification 4: The two sections are consistent. Section III: Evaluation Criteria forms part of Section IV: Schedule of Requirements and was derived from it. Therefore, the requirements in both documents should be followed as they are aligned.Question 5: One of the criteria for a team leader is: "Minimum 10 years of professional experience in managing complex, multi-country environmental or policy advisory projects." Does this mean any policy advisory projects, or should it be only multi-country policy advisory projects?Clarification 5: The requirement applies to multi-country environmental or policy advisory projects. For example, can the same person serve as both a policy and legal expert, or as both the team leader and policy expert?Clarification: In principle, one person may cover multiple roles as long as they meet all mandatory qualifications and experience requirements for each role they are proposed for.
