Clarification Question 8 to 24 is attached on the document tab for download
Also attached in the document tab is the General weight of most contraceptive commodities as a guide
25 Will UNFPA accept a 4PL model under this RFP? Ans 25
UNFPA will accept proposals based on a 4PL model, provided the bidder can demonstrate irrefutable command, control, and accountability over the entire supply chain. The proposal must prove that the network of local fulfilment partners is robust, managed, and performance-driven.
26 Will proposals be evaluated fairly even if the bidder does not own vehicles, provided we demonstrate sufficient access to capacity through contracted partners?
Ans 26
Proposals will be evaluated fairly based on the demonstrated ability to meet the technical requirements.
27 In sections that request fleet ownership details, may we instead provide: A description of our FP network, Examples of contracted capacity, Historical delivery performance and Evidence of our ability to scale resources rapidly
Ans 27
The absence of an owned fleet will not be a cause for disqualification. However, the bidder must provide compelling evidence of access to sufficient, verified, and scalable capacity.
A detailed description of your network of local fulfilment partners
framework agreements, contracts with transport providers and their geographical coverage.
Historical delivery performance for similar projects
A clear plan and evidence of your ability to rapidly scale resources up or down in response to program needs.
The evaluation committee will assess this information to determine the strength, reliability, and resilience of your proposed logistics network.
28 the specific scope UNFPA expects the selected vendor to cover
Ans 28
A broader 4PL-style role including:
Planning and rationing? Ans- these processes are owned by the government
Route development? Ans- 3PL or vendor responsibility
Order quantity estimation using NHLMIS or mSupply data? Government responsibility
Coordination with CMS operations? Ans- the 3PL or vendor is encouraged to closely coordinate with CMS
ePOD/visibility systems? Ans- PODs will be provided by CMS.
29 Could you please confirm the expected duration of each distribution round?
Ans 29
Maximum number of days for completion is 10 working days with UNFPA recognizing the varying geographical and logistical challenges across the different states. Therefore, concessions may be made for states with difficult terrain and security challenges
30 Will CMS staff handle picking and packing before handoff to the logistics partner?
Ans 30
This will be the responsibility of the CMS staff or designated state health team personnel. The CMS is responsible for ensuring that the correct quantities and products are picked and packed according to the distribution plan.
31 What workflow should be used to confirm packed quantities before loading
Ans 31
A joint verification and documentation process is advised before loading. This must involve A representative from the CMS/State Team, The driver/representative from the logistics partner, The process must involve physical count against the waybill or POD, The signed and stamped waybill or POD at this point becomes the baseline document, confirming that the logistics partner has received the correct quantity of goods in good condition.
The vendor's accountability for the product quantity and condition commences upon completion of this joint verification and handover process.
