RFQ-2025-23 Lead Consultant for the Development of the National Strategic Plan for HIV (2027–2030).
The overall objective of this consultancy is to lead and guide the development of Myanmar’s National Strategic Plan for HIV (2027–2030).
The consultant will serve as the Lead Technical Expert, overseeing the NSP writing process, providing technical leadership, and ensuring that the final NSP is comprehensive, evidence-based, fully costed, and aligned with the Global AIDS Strategy (2021–2026) and the Sustainable Development Goals (SDGs).
Work to be performed:
Objective 1: To develop a comprehensive design and planning framework for the NSP process, guided by insights from the desk review
Objective 2: To plan and implement stakeholder engagement and facilitation processes to support inclusive participation
Objective 3: To lead and contribute specialized technical input to support the development and completion of the NSP document
Provider shall be an individual or NGO operating in the field of HIV and health system strengthening, with proven expertise in strategic plan development.
