New clarification added: Dear UNOPS Team,We kindly request clarification on the following points:In Revision No. 11, please describe and clarify the requirement stating: “Bidder is requested to submit six (6) hard copies and six (6) soft copies on flash disks.”We would appreciate more details regarding how these copies should be prepared and submitted, including the correct address, handover procedures, and the exact location for bid delivery.With reference to the clarification that each lot is considered independent and that each lot will be awarded separately, we request further explanation on how one team can apply for and manage three lots simultaneously. Additionally, please clarify what impact or limitations if UNOPS awards more than one lot to the same company to apply one team.Thanks UNOPS RESPONSE1. New clarification added: Clarification is required on the following points;1. Key Staffing included in the ToR is one for each position for the 3 lots. Do you think it is adequate for the proposed duration?2. In Section 2, page 10, under “Specific Objective,” the last paragraph lists the tasks to be executed by the Design Consultant as follows:1. Perform the data collection needed to complete the scope.2. Prepare the Feasibility Study Report.3. Prepare detailed engineering designs of Roads Lot 1 and Lot 2.4. Prepare bidding documents for appropriate contract packaging. We would like to seek clarification on Task 3, as it only mentions detailed engineering design for Lot 1 and Lot 2, while Lot 3 is not included. Kindly confirm whether the detailed design for Lot 3 is intentionally excluded or whether this is an omission that needs correction. 3. In Section 6: Design Package Deliverables, under “Design Documentation” (page 39), the list includes deliverables related to mechanical drawings. We would like to confirm whether these mechanical drawing requirements are applicable to this assignment. If they are indeed required, the scope of work and the corresponding mechanical engineering expertise would need to be reflected in the ToR. Please clarify whether mechanical drawings are intended to form part of the Consultant’s deliverables. 4. In the Returnable Schedules, 0.9: DRiVE Supplier Sustainability Questionnair, is not included in the submittal portal. Thus, can we assume this is not required? . If so under which box or submittal, is it going with? 5. The same Scenario with Schedule 0.13 Proposal/No Proposal Confirmation, we understand if the offeror decides not to submit a proposal, UNOPS asks that the offeror still return schedule 0.13. It is also not found in the submittal portal. Do we omit it or do we complete and fill it. If so under which box or submittal is it going with?6. Same with Schedule 4.7 Consultant’s Equipment and Machinery 7. Can all the Returnable Schedules be submitted under one document? If so where? 8. Under the recent clarifications posted or published 2025-11-19 under item 11: you mentioned “11. Bidder is requested to submit six (6) hard copies and six (6) soft copies on flash disks.” It seems that this is not relevant for this bid. Please clarify. 9. New clarification added: 1- The DRiVE Sustainability Questionnaire was not provided with the RFP and other Bid Documents. Please advise whether the Bidders are required to provide this. If so, kindly provide us with a copy of te template to be filled in.2- Being based in UAE, Emirati Banks do not issue Lines of Credit unless a Contract is being signed. Please advise whether audited financial statements and recent bank statements with sufficient funds would suffice to demonstrate the financial capacity instead of the Lines of Credit Letter.3- Schedule 0.14 (Checklist) has included registration in the Ministry of Public Works, Reconstruction and Housing of the Federal Government of Somalia.as well as Certificate or License from the Ministry of Commerce. Please confirm that the following registrations are not required for internationally based firms that have no offices or registrations in Somalia.4- In view of the various requirements of teh RFP and the huge technical inputs needed, especially that we desire to submit for teh Three Lots, we kindly request an extension of two weeks in order to enable us prepare a responsive proposal. It is noticed that final feasibility study report is planned after 6 months. New clarification added: BIDDER QUESTIONS1. ToR Section 3.3 states that the consultant shall provide UNOPS with its representative entity based centrally in Somalia for the entire duration of the services to ensure appropriate and efficient coordination with UNOPS and project stakeholders. As some bidders are international firms it is understood this can be maintained through virtual meetings after the key staff departs Somalia after conducting data collections and field visit tasks, and carry out the work overseas at their suppliers main offices where proper office support can be afforded to them. Please confirm whether such arrangement will be acceptable.2. The Consultant believes that exposing Young Engineers to training courses at the initial stage their professional career provides an excellent opportunity in their future development. The Consultant therefore proposes that in place of the on-the-job day to day participation to provide the 5 Engineers from PHA and MoPWRH with accredited FIDIC or other technical training courses. Please advise if this arrangement will be in line with the in house development to be provided.3. Please advise if the fees for the third party design reviewer for the staged reviews during the development of the design by the Consultant as stated in ToR Section 5 to be included under the Consultants financial offer or will this component be paid by the Client separately. If it is to be included in the Consultants financial offer, please provide us with a provisional amount for this item.4. The project schedule of deliverables described in ToR Section 7 is interlinked in such a manner making it difficult to deliver the project within 8 months as specified in section 3.2, especially of the larger Lots of 88Km and 66.5Km. Taking into account that the Consultants are required to commission aerial surveys, traffic surveys and other preliminary investigations to the develop 3 route options necessary to carry out a feasibility study confirmation of the preferred route commence work during the review period is essential before commencement of work on the detailed topographic surveys and soil/material investigation and design work required for the draft final submission. Please advise if the Consultant can propose an alternative study period if it is deemed justifiable.5. Evaluation Criteria Section 3.1.1 states that the supplier shall demonstrate that it has successfully completed numerous projects within the previous 4 year period. Kindly specify the minimum number of design projects required for assessment under this criteria.6. In order to gain some first-hand information that would assist us in preparing a responsive and compettive proposal, we kindly request you to grant us an extension of 2 weeks extension from the current submission date. This would also allow us to incorporate all clarifications received in our proposal, especialy that we are bidding for the three lots.RESPONSE FROM UNOPS1. That is accepted.It is only mandatory for the ground data collection team to be in the project location.2. That can be accepted, the capacity building expected to be done through engaging in day to day work in data collection work, and through engaging review process of all deliverables.3. No fees required by the bidder for the 3rd party review, however, continuous engagement and following up during the 3rd party review is required to ensure maintaining the 3rd party review approval.4. Changes in project timeline are not accepted. Bidder to note that the duration of the activities were studied thoroughly.5. Bidder to refer to RFP Section II-Evaluation Method & Criteria, 2. The consultant is expected to mobilize only the personnel necessary for on-site data collection and field activities. However, these reports can be annexed to the preliminary design.Please be advised that all substantive technical decisions by stakeholders specifically those related to options, standards, and alignments are intended to be taken during the review of the Draft Feasibility Study. The Final Feasibility Study will subsequently incorporate all decisions, amendments, and clarifications arising from these discussions.Stakeholder Consultation Report 1, is planned after submission of the Final Feasibility Study and may involve external stakeholders. No further technical decisions are envisaged at this stage.

The ESIA will be conducted separately by another consultant.However, continuous coordination and engagement between the Design Consultant and the ESIA Consultant are required to ensure compliance with Environmental and Social standards and to maintain consistency between the Design Consultant’s Feasibility Study and Multi-Criteria Analysis (MCA) and the ESIA report findings.The Environmentalist within the Design Consultant’s team will serve as the focal point for coordination with the ESIA team, ensuring validation of the ESIA findings and incorporation of environmental and social considerations within the feasibility study and subsequent design stages2. It is Bidder responsibility to collect any available data in related authorities if any available. 3. Lidar technology to be used along the whole Road length, accompanied with topoghraohic survey and other ground data collection as per the revised ToR4. Bidder to Abide with ToR.5.In the event of any discrepancy, the Bidder is requested to follow the more stringent requirement, which is the 20-year projection.6. Bidders are requested to comply with the requirements as stated in the TOR. At this stage, UNOPS does not anticipate major changes in the road alignment or layout.
