New clarification added: Clarification request no 80After contacting several of our manufacturers in the field of confocal microscopes (Item 1.35), we were informed that none of them can submit an offer due to the specifications, which align exclusively with manufacturers such as Nikon and Leica.Any attempt to modify these specifications would significantly compromise the quality of the required confocal microscope.For these reasons, we kindly ask that Item 1.35 be separated into an individual LOT:1. The technical specifications correspond to specific brands (Nikon, Leica).2. The product can be offered only by their distributors.3. The value of the confocal microscope is extremely high compared with the other items. Including it in the same LOT affects 32 other products. The price of confocal microscope can be almost same as the price of all other items.4. Separating it would allow more competitive offers for the remaining 32 items.5. Distributors of Nikon and Leica would still participate in the dedicated LOT, likely providing even more competitive pricing.6. Still there will be interested companies for confocal microscope due to its high price.7. A similar situation occurred in LOT 2, where the SEM instrument was separated for the same reasons.Additionally, we have a similar request regarding LOT 3, which includes chemistry equipment.Item 3.2, the Element Analyzer, includes specifications that correspond to a single well-known market brand Elementar which are a leader in this field.Meeting the exact requirements set by the University will be no possible for other manufacturers, as the specifications describe very high technological performance and testing opportunities.Since this product also has a single distributor, we kindly request that Item 3.2 be separated into its own LOT. Clarification and Technical Justification LaB6 and CeB6 sources are commonly used in tabletop SEM systems to compensate low resolution for limitations in reduced column size.Additional technical considerations:· LaB6/CeB6 emitters are more prone to issues such as contamination within the column and difficulties with beam centering.· Although LaB6/CeB6 sources may offer extended operational lifetimes, their replacement requires specialized service support, is time-consuming, and incurs substantially higher costs.· Tungsten filaments have an average lifetime similar to or slightly shorter than LaB6/CeB6 (~200 hours), but they can be replaced by the user within approximately 15 minutes, resulting in minimal downtime and significantly lower operational costs.Given these factors, tungsten thermionic sources provide strong performance, high serviceability, and cost-efficiency in standard SEM configurations.3. After contacting several manufacturers, we were informed that these microscopes are highly specialized instruments typically used in research laboratories, not for student exercises. They have a very high cost, are produced by only a few companies, and due to their complexity and price, no university uses this type of advanced configuration for routine student training.Considering that the equipment is intended for students, could you please clarify whether the requested configuration will be used for student exercises or for research purposes? A stereomicroscope with fluorescence, camera, and fully motorized system, plus a dedicated computer for each unit in a quantity of 20 pieces, significantly increases the cost.Additionally, we kindly ask whether we may offer simpler options—consisting of a stereomicroscope with fluorescence, camera, and computer, but without the motorized system and without the advanced zoom system requested. These alternative configurations are still advanced, highly functional, and fully sufficient for student practical exercises.Furthermore, if the specifications truly require such a highly sophisticated configuration, we kindly request that you consider separating this item into a dedicated lot. Doing so would increase competition and allow other companies to participate in the remaining items. Keeping this highly specialized position inside the same lot prevents many suppliers from applying, as this single advanced requirement makes the entire lot inaccessible for companies that supply less sophisticated equipment.Does the steremicroscopes are requested to be stereomicroscope with camera and PC to be used for students or the one are requested fluorescence stereomicroscope with camera and PC. This is not technically relevant, every vendor uses his own solution, also due to patents.- Point 14: our mass range is from 4-255 amu. The isotopes above 255 are not really relevant- Point 17: The LOD for Ca is 0,6 ppb (and not 0.05 as required). This is not due to bad sensitivity, but because of the blank – Ca is always present, you need a clean room if you want not to have it. New clarification added: Clarification request no. 67After reviewing the solicitation with very little time as was allowed “Supply, Delivery, Installation, and Commissioning of Mobile Laboratory Equipment for the Departments of Biology, Chemistry, and Physics at the Faculty of Mathematics and Natural Sciences, University of Pristina, Kosovo”, we conclude the following:- The solicitation period was too short for such a huge project and a number of products of very different functional or technical categories and multiple brands involved.- The LOT structure is unusual covering multiple brands, models, and technical functions in one single LOT.It is unfair and does not allow for competition considering that more than 90% of all specifications are associated to one single manufacturer, and we strongly believe that we are not equally treated with open competition.One of the manufacturers has replied to us with an answer that made us to believe that the LOT structure and technical specification are not in line with:The UNOPS Procurement Manual – Solicitation Period) and Operational Instruction OI.PG.2024.01 (General Procurement principles - Clauses 2.7-2.8), which require fairness, equal treatment, and open competition, as well as Procurement process provisions – clause 5.9.We expect and ask for:- Extending the clarification and tender bid dates- Reviewing LOT structure and dividing all items in as many lots as possible- Reviewing and opening the specifications for competitors.Clarification response no 67We have taken this request into consideration and we have separated these items into a separate lots. New clarification added: Clarification request no. 36With reference to LOT2 Item 2.16 / 2.21 – Contamination Monitor, the technical specification currently states:“Energy Range: Down to ~30 keV (beta); up to 1 MeV (gamma).”We would like to kindly request a clarification regarding the lower limit of the beta energy range.In practice, for portable contamination monitors using large-area scintillation detectors, detection of beta particles below approximately 50 keV is not technically feasible nor necessary. In this low-energy range, beta particles have very limited penetration in air and are effectively absorbed by the entrance window and protective layer of the detector. As a result, even instruments specified “down to 30 keV” do not achieve reliable or meaningful detection at that level.For this reason, most reference-class contamination monitors in laboratory and nuclear-medicine applications are designed and calibrated for beta energies starting from about 50 keV and higher, which fully meet all practical requirements for contamination monitoring on surfaces, clothing, and skin.We therefore kindly ask the Evaluation Committee to allow a minimum beta energy detection threshold of approximately 50 keV instead of 30 keV, as this represents the realistic and technically justified operating range for the intended use.Clarification response no. 36Thank you for your technical clarification. Minor wavelength deviations (± 5 nm) within the same spectral bands are technically acceptable and will not impact compliance. Therefore, no ammendment to the specification is required, as the current requirement already accomodates typical manufacturer variations within (± 5 nm) tolerance. Our flowcytometer is coming with for optimal operation parameters corresponding to technology, a detection system capable of recording signals across the entire spectral range 365-829nm with a detection sensitivity far superior to the minimum requirements (FITC <= 5 MESF, PE <= 4 MESF, APC <= 3 MESF), can be equipped with a module for detecting particles from 70nm, which will allow the extension of applications for extracellular vesicles and exosomes, a flow rate of up to 200uL/min for applications involving the detection of rare particles, To this end, please accept the following changes to the minimum technical specifications:- four spatially separated lasers including: 405 +/- 5 nm violet, 488 +/- 5nm blue, 561 +/- 5nm yellow, 637 +/-5nm red. Producers are using lasers with slightly different wavelengths in order to excite fluorochromes, keeping the range of wavelegth intervals with high coverage for blue, violet, red, yellow. Same important as excitation wavelenghths is the lasers power, and our instrument is coming with solid state lasers, with minimum 50mW power.- possibility to upgrade to more lasers in the future in the location where instrument is installed. - our lasers have flat-top laser beam profile, optimize for detection of small particles, from 70nm and for higher number of channels. We ask you to remove dimensions 10 x 50 μm(+/- 10%) which indicates specific instrument of one producer and restricts access to procedure for other producers, without bringing benefits for users. - our instrument comes with superior number of channels for every laser, offering 48 fluorescence detection channels for required configuration. For this reason, we ask you to consider the number of detection channels as superior qualitative criteria.- request for coefficient of variation (CV) <3% over the width of the flat-top laser is a parameter composed by different coefficient variations on each channels, but not showing variability of each channel. CV% = standard deviation/mean × 100%, is a measure of variation in signal intensity generated as particles pass repeatedly through the laser beam, and is expressed as a percentage of average signal intensity. The coefficient of variation is a parameter that correlates with the linearity of the signal and is wavelength specific. Our technology uses non-exclusively compared to other technologies rCV% (robust coefficient of variation) as being more relevant than CV% for populations that do not follow a normal Gaussian distribution and is accepted as a reference in flow cytometry where gain (signal amplification) is used. Depending on the wavelength, the rCV% for the offered instrument varies. Daily QC assesses the instrument’s optical alignment and the system performance drift by measuring rCVs and gains needed to place the beads at the target locations for each detector. In conclusion, our instrument is able to resolve calibration particles starting with a fluorescence resolution of 1.63% CV and with a signal linearity of FITC R2 >=0.995 / PE R2 >=0.995. This grouping creates significant difficulties and, in practice, prevents participation by companies specialized in laboratory equipment, due to the fundamental difference in the nature of these devices.Firstly, the electron microscope is an advanced analytical laboratory instrument, used for scientific and microscopic analysis at nano-level, while physics equipment generally consists of didactic and experimental tools designed for educational demonstrations in physics. These two categories have completely different purposes, technologies, and operational requirements.Secondly, suppliers of laboratory instruments are companies specialized in providing and servicing analytical equipment and typically do not supply physics teaching tools. Conversely, companies offering physics demonstration equipment are not authorized or certified to import, install, or maintain electron microscopes. Including both types of products in the same lot therefore restricts fair competition and excludes qualified laboratory equipment suppliers.Furthermore, the electron microscope requires specific installation conditions, technical training, and after-sales maintenance, which differ substantially from the requirements of standard physics instruments. These technical obligations cannot be fulfilled by general physics equipment suppliers.Since this grouping is not technically or functionally justified, we respectfully request that the electron microscope be separated into an independent lot, allowing equal competition and fair participation among all qualified and specialized operators.Such a separation would also align with the principles of public procurement, which emphasize equal treatment, broad competition, and logical lot division according to the nature of the equipment.Clarification response no. 15Please be informed that Item 2.17, currently positioned under Lot 2 – Scanning Electron Microscope, will be separated and issued as a standalone lot through an upcoming amendment.

As a result, these items are effectively restricted to a single supplier, making it impossible for other companies to apply for the entire Lot No. 2.In view of the above, we would like to ask that these items be separated into an individual lot. This adjustment would enable other suppliers to submit competitive offers for the remaining items, helping to ensure a fair and transparent procurement process with broader participation.Clarification response no. 4The items listed in Lot 2 are provided by the end users based on their curriculum and laboratory needs.
