The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for pre-qualification of contractors for the Development of design documentation for new or existing schools in Montenegro under the ESIM Project
This Pre-qualification is a formal method of assessing an organization against a set of pre-determined criteria. This process is not related to a specific solicitation process and focuses on a general assessment of an organization's operational, personnel capabilities, and internal processes, including internal quality management and financial health.
While this process is not directly related to a solicitation process, UNOPS may use the results of this PQ exercise to create a shortlist of suppliers that may be invited to submit a proposal for future tenders.

Participation in the clarification meeting is not mandatory but participation is strongly encouraged to avoid the risk of non-compliant bids. Depending on the interest UNOPS reserves the right to change the modality of the meeting. All interested Applicants will be timely informed about the meeting details.

New clarification added: Question 1. Is an HS engineer license required for a competent OHS person or for a Safety Coordinator K1?Answer: According to Montenegrin national legislation (Articles 38 and 39 of the Law on Protection and Health at Work), occupational health and safety tasks may only be performed by a licensed OHS professional (“stručno lice za zaštitu i zdravlje na radu”).Applicants are invited to consult the relevant legislation to determine whether their nominated expert fulfills these requirements.Additionally, in the Pre-qualification phase, Applicants are not required to submit valid licences.As per Section II - Evaluation Method and Criteria, it is sufficient to provide a free-form confirmation letter stating that all required licences will be provided if the Applicant is shortlisted for the Request for Quotation (RfQ) phase.Valid licences will be requested and verified during the Request for Quotation (RfQ) process.Question 2. Regarding the Non-Key Expert 3 – Health and Safety Engineer position, where “professional experience in occupational health and safety for building construction (objekti visokogradnje) design” is required, does this refer to the preparation of OHS measures and the OHS measures plan, considering that these are normally the contractor’s obligations before the commencement of works?Since, during the preparation of the design documentation, OHS measures and the OHS measures plan are included in each phase of the main design, while an HS/OHS engineer is not formally appointed as a member of the design team, how should this requirement be interpreted?Answer: In accordance with Article 9 of the Law on Protection and Health at Work, the designer is required to elaborate the prescribed occupational health and safety measures within the technical documentation, which in practice is implemented through the preparation of the Occupational Health and Safety Elaborate as a mandatory component of the Main Design.Question 3: Do all consortium members have to complete the tender forms 0.1, 0.2, … ? Answer: Only the leading company of the consortium should complete the tender forms. In addition, the Consortium agreement must be submitted.

New clarification added: Question:In our proposal, we dated all the returnables (including experts' CVs and company references) to the initial date of submission, 20/11/2025.If we decide to withdraw and resubmit our proposal, do we need to modify the date on all the returnables to the new submission date of 28/11/2025, or it is acceptable to keep the original date of 20/11/2025?Answer: You do not have to modify the date on the submitted documents. Documents dated on 20 November 2025 will be accepted.

New clarification added: Question: Since we submitted on 20th November, and the deadline was postpone afterwards, is it possible to make changes in our submission?Answer: Yes, you can withdraw your offer, make corrections/updates, and resubmit your offer. Please ensure that all changes are completed and the offer is submitted by the new submission date. Once the tender closing date is pass, there is no option to make changes.

New clarification added: Question:Regarding the turnover: Turnover: The Applicant shall demonstrate a minimum cumulative turnover of EUR 600,000.00 (Six Hundred Thousand EUR) for the last three (3) financial years. Since some of the projects we contracted last two years, have been extended and the payments have been made this year, would be acceptable to include the the turnover of the current financial year - 2025?Answer:As stated in the Section II - Evaluation Method and Criteria: The Applicant shall demonstrate a minimum cumulative turnover of EUR 600,000.00 (Six Hundred Thousand EUR) for the last three (3) financial years. In case of JV the Leading company shall meet at least sixty percent (60%) of this minimum requirement (cumulative turnover of at least EUR 360,000 for 3 years). As proof applicant should provide a copy of the last three financial statements or audited reports or solvency reports for (2022, 2023 or 2024).

New clarification added: Question:If one of the partner of Joint Venture / Consortium is an international company, is it necessary to be licensed in Montenegro?Answer:For this procurement procedure, a copy of license OR Free-form confirmation letter signed by the Applicant/company stating that all required licenses will be provided, if recommended for RFQ award. A valid licence will be requested during the Request for Quotation (RfQ) process.It is expected to organize a first RFQ processes in January 2026.

New clarification added: Question:Is Professional Indemnity Insurance mandatory in the expression of interest phase?Answer:For this procurement process, a free-form confirmation letter signed by the Applicant/company stating that all required insurance policies will be provided, if recommended for RFQ award, is required.If, through the RFQ (Request for Quotation - limited competition tender for shortlisted companies), a vendor is awarded the contract, valid insurance evidence must be provided prior to contract signing.

New clarification added: Question:We would like to ask if the original documents issued by the Montenegro authorities have to be translated in English:Certificate of registration, licences, Diploma of education, Reference letters, and other profesional certificates that an expert might poses?Answer:The official tender language is English and all documents prepared for this tender (like UNOPS forms) should be in English. However, the copies of original documents issued by the relevant authorities or other bodies can be submitted in the original language.UNOPS Evaluation team reserves the right to ask for translation or additional explanation during the evaluation process for the documents submitted in the original language of documents.

New clarification added: Question number 1:Is subcontracting allowed?Namely, our company has applied for a licence based on three disciplines: architecture, construction (structural civil engineer) and mechanical services.In your call for prequalification, you requested for key expert - lead architect and key expert - civil engineer, which are in our licence for engineering documents preparation. In addition to these experts, your requested non-key experts:- Electrical engineer (High and Low Voltage)- Health and Safety Engineer.Could you please let us know if we are allowed to subcontract companies with electrical engineers and health and safety engineer, which is common practice in design development, or we need to form joint venture with these companies to provide the above non-key experts?Answer 1:Subcontracting is allowed and accepted for the purpose of engaging non-key experts (e.g. Electrical Engineer, Health and Safety Engineer). We would use the opportunity to remind you of a requirement for Joint Venture/Consortium when applicants intend to rely on the capacities (such as turnover, experience or licences) of multiple firms.Question number 2:Is diploma of experts needed?We plan to submit engineers licences for preparation of engineering documents, issued by the Ministry of Spatial Planning, Urbanism and State Property, which also include information about the education of these engineers. Given that the information about the level and type of education is already provided in the licences, are we still obliged to submit diplomas for the experts we plan to nominate for this call?Answer:As stated in Section II, 3.2.2 General qualification requirements of the personnel: For Key/Non-Key experts: A Copy of the diploma of education is one of the required documents to be submitted.
