New clarification added: Dear Bidders,Please find below UNOPS's response to Bidder's clarification.Question: We kindly request that you provide us with the needed technical specifications for the 22 medical equipment items that are part of LOT #1 'Vehicle & Cabin for Trauma Mobile Clinic' as were not able to find them within the tender documents.Answer: Other medical equipment will be coursed and supplied separately; therefore, specifications for these 22 items are not described in this tender.

New clarification added: Question:Lot 1: Mobile Trauma Clinic Vehicle and Cabin – 3 UnitsSolar Power System (Roof-Mounted)Thank you for clarifying the requirements and specifications of the solar power system. However, we would like to note the following:According to the specifications, the system capacity must be at least 12 kW, with batteries included, and will be used to supply power to the medical equipment.It is important to note that a 12 kW system is not feasible to install on the cabin roof, as the highest available solar panel capacity is 700–710 W per panel, with dimensions of L 240 cm × W 140 cm. The available roof area is approximately 800 cm (L) × 250 cm (W), as per the licensing department’s requirements.Based on these limitations, it is possible to install only five panels (700 W each), resulting in a total system capacity not exceeding 3.5 kW. Unfortunately, this capacity is insufficient to cover all the electrical loads required for the mobile clinic.Therefore, we suggest that the solar power system be treated as an auxiliary or secondary power source, supported by a generator or external power connection, along with a 15 kW storage battery system to ensure uninterrupted power supply for medical operations.Regular Maintenance Contracts During the Warranty PeriodPlease note that for all trucks and vehicles supplied to the Ministry of Health, the Ministry of Transport  – Government Transport Department requires a maintenance contract covering the warranty period in order for the vehicles to be licensed in the name of the Ministry of Health. We kindly request that this requirement be taken into consideration, if possible.Answer: Please see Amendment No.2.

The supplier shall provide a comprehensive warranty and maintenance contract, both of which shall be valid for a minimum of three (3) years or 100,000 kilometers, whichever comes first, starting from the date of final installation and commissioning of the Trauma Mobile Clinic.Please use the revised Section III. New clarification added: Q:In the tender documents, the term “ramp” is mentioned, at the rear side of the vehicle. Could you please clarify/specify what exactly is required?Answer: It means "truck type with ramp at the rear of the vehicle"

New clarification added: In page 6 of Technical Specification (Section II -Schedule of Requirements)  first line reads "Check the  attached drawing" There is no drawing attachment. Can you confirm please?Answer: we did amendment and added the drawings under documents tab.  

New clarification added: Q:For Lot 1 (Vehicle & Cabin for Trauma Mobile Clinic), would it be possible to extend the delivery period beyond the currently stated 80 days?This would allow sufficient time for the proper preparation, production, and shipment of the clinics to the final destination.Answer: The stipulated 80-day timeframe is essential as UNOPS requires the vehicle and cabin to be delivered to the final destination within this period to address the urgent needs of our partner.Thank you in advance,

New clarification added: Q:In Section II of the Requirements for Lot 1 (Vehicle & Cabin for Trauma Mobile Clinic), page 4 lists 22 different medical devices as part of the specifications.We would like to kindly ask whether it would be acceptable for us to offer and supply any of these 22 medical devices, in cases where such equipment is available within our portfolio.Could you please confirm if this would be considered within the scope of the tender, and if any specific technical or procedural requirements would apply in that case?Furthermore, we note that the requested Incoterm is DAP Ramallah. Would it be possible to consider FCA (from Europe) instead?Thank you very much for your time and clarification.Answer :This RFQ only requests the specified goods in reference to lots 1 - 13. The requested Incoterms are DAP + unloading at the final destination.

New clarification added: Q:The tender documents refer several times to an "attached Drawing", however this drawing cannot be found in the provided files.Answer:Please see the amendment 01 - Design and Design Layout Submission Requirement. 

New clarification added: Q:We would like to kindly request clarification regarding the current lot structure in the tender, particularly for small-value items such as sphygmomanometers, stethoscopes, laryngoscope sets, and diagnostic sets, as well as medical gas cylinders.Considering the very small quantities requested per item and the logistics involved in separate delivery, it is not feasible to quote and deliver these items individually. The associated administrative, freight, and handling costs would make the offer disproportionately high.Therefore, we would like to respectfully propose that:- All small medical instruments (sphygmomanometer, stethoscope, laryngoscope set, diagnostic set, etc.) be combined into a single lot- The medical gas cylinders also be grouped together in one lot.Answer: Lot separation is requested by the partner. Therefore, bidders are invited to submit a quotation per individual lot, combinations of lots, or all lots.

New clarification added: 1 Year of ProductionThe document states that the vehicle’s year of production should not be less than 2025, and that the model offered must be the latest version, manufactured no more than one year prior to the bid closure date. Considering this, would it be acceptable to offer a vehicle produced in the half of 2024, which is available for immediate delivery from our warehouses in the West Bank?Please offer the goods in line with UNOPS' minimum technical requirements. Meanwhile, an alternative offer may be accepted as described in Section I: RFQ Particulars.2.Emissions Standard: Kindly confirm whether Euro 6 emission standards are required. The tender document does not explicitly mention this, although it states that the vehicles’ final destination is the Ministry of Health warehouses in Ramallah.
